Equine athletes deserve protection while racing and dignity in retirement


Toronto ON – A key component of the mission of the Ontario Racing Commission (ORC) is to govern horse racing in a manner that protects the health and enhances the safety of the horse and the industry partici- pants. Various ORC programs and protocols are in place to ensure that horses, as well as human participants, are protected.

These range from protocols to monitor horses in extreme weather, to new rules introduced in 2009 restrict- ing the urging of horses during rac- ing. As well, the ORC’s vigilant equine medication control program reinforces the message that the acqui- sition, possession and administration of illegal and non-therapeutic drugs will not be tolerated. “These efforts not only ensure the fairness of racing, in identifying illegal medications”, said ORC Chair Rod Seiling. “They also protect the health of the horse. “ While its jurisdiction on matters concerning the horse ceases when it stops racing, the ORC believes that the welfare, safety and dignity of the horse should continue in retirement. “That’s why the Board of the ORC has enthusiastically supported race- horse adoption and placement pro- grams,” said Seiling.


In 2006 (thoroughbred) and 2008 (standardbred) the ORC Board approved motions that percentage of all purses monies paid be allocated for the benefit of retired racehorses. These organizations are:

ORC advises licensees to keep up to date on all fed- eral regulations affecting racing and racehorses


The Ontario Racing Commission (ORC) advises that it is the responsi- bility of licensees – and particularly owners of Ontario racehorses – to keep up to date on various federal regulatory matters that impact racing and racehorses.


Owners and trainers are encour- aged to watch for updates on a regular basis.

Regulations for Horses in Effect for July 31, 2010


Earlier this year, the CFIA announced the implementation of a new Meat Hygiene Directive con- cerning all equines (domestic and imported) intended for processing at federally-inspected meat processing plants. As of July 31st, meat process- ing facilities will be allowed to pro- cess only those equines with complete health records (e.g. vaccines, medica- tions given, any occurrence of illness) dating back six months. Fort Erie application to add dates in October for Quarter Horse, as well as changes to October post times, approved


The Ontario Racing Commission (ORC) has approved an application from Fort Erie Live Racing Consor- tium (FELRC) to add dates to its schedule in October for American Quarter Horse Racing. Also approved was an application from FELRC to change post times in October, as well as include a make up for a missed May date.


The Director has approved the fol- lowing:


• Add three Saturdays in October for the purposes of racing full cards of Quarter Horse Racing – October 2, 9, and 16.


• Make-up date for Monday, May 3 – Saturday, October 23


• Change of post times to 12:30 p.m. from 1:30 p.m. – October 23, 24, 25, and 26.
