dip into its $4.5 million received in 2005 from a conservation easement settlement, although the current board appears intent on spending that money if deemed necessary. Former board chairman James
Latimore said during a June 2009 meeting he hoped the $4.5 million could be kept in perpetuity with only the interest used to fund capi- tal improvement projects. Te board declined to accept an ordinance to put such language into effect during a July 2009 meeting. Current chairman Keith Snyder
referenced a 2005 ordinance that allowed for the easement revenue to fund capital improvement projects. Te board plans to discuss in fu-
ture meetings whether to use the money to pay down debt services, a move that could circumvent costly interest payments. Te district obtained the bulk
of the easement funds from a state water trust fund with an additional $500,000 coming from Fred and Alice Stanback, after agreeing not
to log roughly 1,900 acres of land around its watershed. Martin said the lines have 80
years of wear on them, and frequent breaks hurt some of the district’s biggest customers, including Silver- Line Plastics and Metropolitan Sewer District. Te project is the last major chore in the capital im- provements plan for several years, he added. In other news, the board ended a
moratorium on granting service to out-of-district customers. Te freeze, enacted in 2008, was set to help the board ascertain where future growth might occur and how much service the water system could handle. A handful of projects have been
approved since the board accepted the moratorium. Martin said any project with more than 10 units requesting water service would still come before the board for approval. With little room for development
inside district boundaries, more and more requests will come from out- of-district, he added.
