County News Judges discover history and hospitality in Fort Smith


A mix of territorial history and Se- bastian County hospitality made the Holiday Inn City Center in Fort Smith a winner for the 2010 fall meeting of the County Judges Association of Arkan- sas Sept. 22-24. Association President Jimmy Hart, Conway County Judge, guided activities at the three-day event. Te first day’s business started with a meeting of the Executive Commit- tee, led by President Hart, followed by a meeting of the Legislative Commit- tee, led by Chairman Preston Scroggin, Faulkner County Judge. An exhibitors appreciation reception attended by Gov. Mike Beebe rounded out the day.


Tursday was packed with activity,


starting with breakfast, where the guest speaker was Dr. Kermit Kuehn, Found- ing Director of the Center for Business Research and Economic Development,


insurance, moderated by Sebastian County Judge David Hudson. After a 3 p.m. business session, the


Judges were given time to explore the historic Fort Smith area. Te firing of a cannon in conjunction with tours of the Fort Smith National Historic Site, com- plete with re-enactors in period dress, was popular with the group. Dinner and entertainment were at Fort Smith River Park. Friday’s itinerary included breakfast, with guest speaker Dr. Paul Beran, Chan- cellor, University of Arkansas Fort Smith.


Sebastian County Judge David Hudson welcomes the 51 judges, spouses, exhibitors and various guests to Fort Smith. To his right is White County Judge Michael Lincoln and wife Shelly; Judge Lincoln serves as CJAA secretary-treasurer.


Amendment 78, led by Shep Rus- sell of the Friday, Eldridge and Clark law firm; an update on the Fayetteville Express Pipeline; intro- duction to the mass fatality man- agement plan, presented by Kelly Amoroso, Planning Manager for Kenyon International Emergency Services; and elected officials and economic development, led by Tonya Haas, Economic Develop- ment Liaison, UALR Institute for Economic Advancement.

University of Arkansas / Fort Smith. Te day was busy for spouses, too – tours of


the Arkansas River Valley Nature Center and the Chaffee Barbershop Museum, “Home to Elvis Presley Army Haircut”. Meanwhile, Judges spent the morning learn- ing about: County Financing, bond issues and

Te afternoon pace didn’t slacken a bit. Tursday’s lunch speaker was Cheryl Garner, Vice President for Economic Development, Fort Smith Regional Chamber of Commerce, followed by updates by David Maxwell, Di- rector of Arkansas Department of Emergency Management, and a session on county health


Work sessions included: Procurement – What counties need to know about purchasing com- modities, led by Mark Whitmore, AAC Chief Legal Counsel; and a different session on pro- curement, led by Camber Tompson and Rob- in Rogers from the Office of State Procurement.
