North Buncombe High School art students were fortunate to have a world renowned artist/ illustrator visit the classroom April 14. Leo Monahan is known worldwide for his innovative paper sculpture. Monahan told the classes stories about his life as well as demonstrating techniques and encouraging the students to find their passion.

Public hearing set for concrete plant permit

Regional Air Quality Agency has set a public hearing for May 26 at North Buncombe High School to field comments and questions in regards to an air quality permit Blue Ridge Con- crete seeks to obtain to begin construction and concrete mix- ing at a proposed plant in the Flat Creek area. The plant has received all the


other necessary permits to be- gin constructing at the corner of Murphy Hill Road and Old Mars Hill Highway. Permits were initially denied by the Buncombe County Board of Adjustments in May 2008, but following a N.C. Court of Ap- peals decision to overturn the zoning policy in place during the hearing, a Buncombe Coun- ty Superior Court judge ordered the county to grant the building permits last October. Grading and preliminary


construction has already be- gun at the site. The air quality permit is the last hurdle for the

plant to begin mixing concrete. The permit has been written to allow operation of a ready mix concrete batching process with a maximum rated capacity of 60 cubic yards per hour, according to the WNCRAQA Web site. The North Buncombe Associ-


ation of Concerned Citizens has been the most outspoken group against the concrete plant. The WNCRAQA set a public


hearing to field the comments and questions from all interest- ed parties. The open comment period is now open for those who may not be available for the May 26 hearing and would like to submit a comment or question for consideration. All comments submitted before or on the date of the public hear- ing will be considered by the WNCRAQA. Written comments should be

plication, emissions calcula- tions, and all other materials available to the WNCRAQA that are relevant to the permit decision are available for public review at the WNCRAQA of- fices. Materials are available for review during the hours of 8:30 am to 5 pm, Monday through Friday.
