as notas de este mes reflejan principalmente los avances y la situación del juego en Panamá (más ampliamente, abajo), donde los casinos completos que son aquellos ubicados en hoteles con un mínimo de 300 habitaciones no van muy bien por la absurda ley
que grava con el 5,5% a todos los cambios de fichas y documentos procedentes de las mesas de juego o máquinas tragamonedas. Cierto que los ingresos por este concepto ayudan a financiar las pensiones de los viejitos, pero tampoco se puede cargar de impuestos discriminativos a ciudadanos que se divierten en tales casinos.
Imagínense, si después de jugarse sus dólares en un casino con
las justas uno recupera su inversión, por así decirlo, al momento de cambiar esta cifra, hay que pagar un 5.5% del capital, solo por el hecho de pasarse un rato con su entretenimiento preferido. El referido impuesto no grava el juego en locales de bingo (donde operan tragamonedas, también), apuestas deportivas, loterías, y apuestas hípicas, y esto hará incrementar las apuestas en estos segmentos pero el juego grande de seguro seguirá bajando, como lo indican las cifras reportadas.
Por otro lado, todos seguimos expectantes el progreso de la legislación de Brasil, y para la próxima edición de C.I. Americano, donde ya deberemos tener algo de mayor contextura que reportar. n this month’s issue, we report on the advance in regional gaming, as well as the gaming situation in Panama (in more details, below), where complete casinos - those located in hotels with a minimum of 300 rooms - do not fare quite so well owing to the absurd law that imposes a
5.5% levy on players who exchange chips, tokens or credit tickets obtained from gaming tables or slot machines at the casino cage. It is true that such tax revenue goes towards funding pensions for the elderly but such a discriminatory tax cannot be imposed on citizens who play in those casinos.
Just imagine if after all the hassle of getting your money back following play at tables or slots you take chips or paper credit to get your money at the cage and you get paid your money less 5.5% as the bill for getting a few gambling thrills in your preferred entertainment form. Such tax does not apply to gambling in bingos (which also operate slot machines), sports betting, lotteries or horseracing, which means that high action gambling in casinos will surely carry on decreasing following the currently reported trend.
