Texas Man Arrested for Third Degree Theft of Livestock

TEXAS MAN WAS ARRESTED SEPT. 20 AND CHARGED WITH THIRD DEGREE FELONY THEFT of livestock in Hood County. TSCRA Special Ranger Joe Roberts led the
investigation. According to Roberts, the suspect, William Lloyd Dulaney, 48, of Tolar,
was indicted on Wednesday by the Coleman County Grand Jury, overseen by District Attorney Heath Hemphill. Roberts said Dulaney leased 13 head of rop- ing steers from the victim in April 2010, and promised to pay the victim for the steers. The victim contacted Roberts in June 2014 after failing to receive payment or the return of the steers from Dulaney. Roberts said TSCRA Special Ranger Wayne Goodman arrested Dulaney

Ardmore Man Surrenders for Knowingly Concealing Stolen Property

vestigation revealed he sold 2 steers that were stolen from the Spake Ranch in Carter County, Oklahoma. Both steers were branded, which aided in their quick identifi cation and recovery. The steers have been returned to the victim. Additional suspects continue to be unveiled in this investigation. “This case highlights that branding livestock is an invaluable tool for law
enforcement to quickly locate, identify and recover stolen livestock,” said Perrier. Blalock was released from the Jefferson County Jail on an own recogni-
zance (OR) bond, and he is ordered to appear before the Jefferson County District Court on Nov. 18. TSCRA would like to thank Lt. Helmke of the Carter County Sheriff’s Offi ce for his hard work and assistance during this joint investigation.
