Mississippi Man Charged with Felony Obtaining Property with Bogus Check
On Sept. 10, a Mississippi man was charged with a felony — obtaining John Bradshaw TSCRA Special Ranger
property with a bogus check — in the District Court of Rogers County, Okla- homa. TSCRA Special Ranger Bart Perrier led the investigation. According to Perrier, the suspect, Stevan Paul Brown, 39, of Randolph, Miss.,
purchased 4 horses during the monthly August horse sale held at Arrow P Equine Sales in Tulsa. The investigation revealed that the horses were allegedly purchased with a personal check on a closed account and then resold the fol- lowing day in Perkins, Okla. Investigators were unable to recover the horses. Perrier said Brown was arrested in Creek County, Oklahoma, on a previous felony arrest warrant out of Polk County, Georgia.
U.S. Marshals Arrest Texas Man for Theft of Livestock

Tracked to Ohio A Texas man was arrested on Sept. 12 by members of the U.S. Marshals
Northern Ohio Violent Fugitive Task Force out of Canton. The arrest was on warrants stemming from 2 separate investigations being conducted by TSCRA special rangers in Texas and Oklahoma. TSCRA Special Ranger Bart Perrier led the investigation in Oklahoma where
the suspect, Raymond James (RJ) Fleming purchased 63 head of cattle for $112,805 from a victim in Bryan County, Oklahoma, on June 6, 2014. Perrier said Fleming paid for the cattle with 2 bad checks. After the investigation, a warrant was issued for Fleming’s arrest out of Bryan County, Oklahoma, on July 11, charging him with 1 count of obtaining property by false pretenses, and a bond was set at $5,000 on this charge. According to Perrier, Fleming had also agreed to purchase 20 cow-calf pairs

and 1 bull from a victim in Clay County, Texas, for $50,800. This investigation was led by TSCRA Special Ranger John Bradshaw after he found out Fleming had failed to pay for $30,800 of the cattle he received. A warrant was issued for Fleming’s arrest charging him with 1 count of theft of livestock under $100,000 from the elderly, a second degree felony. Special Rangers Perrier and Bradshaw learned that Fleming left the area
and they spent several weeks attempting to locate Fleming for his arrest. The investigation revealed that Fleming was in Canton, Ohio, where he was ar- rested on the outstanding warrants in Texas and Oklahoma. TSCRA would like to thank Special Rangers Perrier, Bradshaw, Troy
