t is a statement of the obvious that the defence industry is a global one; what is less obvious is that it always has been. Developed industrial countries such as Britain, Germany and the US have since the industrial revolution had vibrant defence export industries. However, the significant change is the growth of defence industries in developing nations, and significant changes in the defence industries of the developed nations as industry has sought to consolidate. Since 1945 the number of sovereign states in the world has increased more than four fold to the 192 states of the United
Nations. Many of these states have, or are seeking, sovereign defence industry capabilities. These capabilities are being developed as part of off-set arrangements as well as the development of original equipment design.
In this increasingly complex market with competing demands of consolidation and sovereign capability, on one vector; and value for money and innovative solutions on the other, the defence industry is responding in new ways. Clarion Events as an integral part of the defence industry is similarly
