STEELY RESOLVE TO CUT CONGESTION


Urban regeneration in Sheffield has underpinned the economic revival of the South Yorkshire city that was once a world leader in steel production. And the city council has now adopted a similar forward- thinking approach for its civil enforcement programme, with the aim of improving road safety and traffic flow and reducing the city’s congestion. At the heart of the enforcement process is the advanced Parking Gateway management software system from Imperial Civil Enforcement Solutions (ICES), which is used to process all PCNs issued by the council’s civil enforcement team, as well as more than 4,000 PCNs issued each month for offences identified using a combination of operator-controlled and unattended CCTV technologies.


The new system was introduced by Capita, the city council’s IT partner, after the previous back office system was found to have limited flexibility, a point driven home by Kevan Butt, Sheffield City Council’s parking services manager, who said: ‘Our earlier processing solution imposed many limitations on the council’s ability to harness new equipment and processes as it hadn’t kept pace with the considerable advances that are being made within the field of surveillance, handheld and data-processing technologies.’ The Parking Gateway system manages ticket issue from CCTV surveillance cameras


FROM MARS TO PARKING


APCOA Parking has appointed Mike Palmer as head of technical projects. He joins the UK parking company with an impressive track record in both project and customer relationship management. After studying as a mechanical engineer, Palmer joined Mars Electronics in 1986, where he worked for nine years with the company’s

coin and bank note recognition systems, before taking up an operational management role with Scipher − a management buy-out vehicle for Thorn EMI’s Central Research Laboratories and TSSI Systems. In 2003, Palmer provided consultation and, thereafter, was contracted by AstroSystems to review its service delivery, before assuming a lead


mechanical designer and project manager role with the award-winning Microcoin manufacturer. Still operating within the projects’ sphere, Palmer then moved to manage a number of projects for both Muirhead Aerospace and Vodafone, before agreeing terms with BSkyB in 2009. While working with the broadcasting conglomerate,


Palmer was soon promoted from software project manager to head of programme management for the customer technology division in 2010. Before joining APCOA, Palmer also served in an interim role for ANT Software as the company’s engineering manager, with a strong emphasis on behavioural change and culture.

Butt added that the new technology had the additional benefit of freeing-up CEOs to enforce in areas where they could be


most effective, such as residential areas. ‘Put simply,’ he said, ‘everyone is benefiting from the enforcement measures we are taking, except those selfish individuals who are intent on causing delays and obstructions to the detriment of other residents, workers and visitors.’
