STRIKING A BALANCE


Representing your members is hard for any organisation, says BPA chief executive Patrick Troy in the run-up to the council elections


T


he greatest challenge for any membership organisation is to ensure it strikes the right balance between meeting the needs of its members and being able to deliver services and make decisions on their behalf.


I have always illustrated this as a see-saw, with democracy on one end and effi ciency on the other. On the one hand, it is essential to ensure that the organisation is properly represented by its members and that their voices are heard through their elected representative, and on the other, to ensure that decisions can be made quickly and effi ciently. In truth, the best place to be is exactly halfway along the see- saw, but the trick is to get that right. You will see in this month’s edition


of Parking News that Jane Hack has contributed a major article on the review of governance of the association. This is a signifi cant time for the BPA as it looks to balance the see-saw and ensure that all members are properly represented. The association has grown in numbers and complexity recently, and this governance review seeks to address that, while ensuring every member is represented on a new

It is essential to ensure that the


organisation is properly represented by its members and that their voice is heard through their elected representative


council of representatives through the establishment of electoral colleges; meaning that each part of the parking profession is represented on council. In turn, council will elect a board, which will make the decisions of the association, but that board will be accountable to the council of representatives. A chair will be appointed by council, serving a term of three years to give some consistency to that decision-making. A president will continue to be elected to chair the council of representatives, which will become much more of a debating chamber for important issues of the time, and indeed the president need not be a council member and could


be someone performing an ambassadorial role from academia, parliament, or another profession.


Please contribute to the consultation on this and vote in this year’s elections for a council member to represent your interests. By doing so, you can participate in the way the association is managed and how it represents your interests.
