If they are harmed in the line of duty, then seek a prosecution every time and remind the courts and the Crown Prosecution Service of the Sentencing Council’s guidelines.


Paying for services


If charging people to park is wrong, how else do you ensure there are sufficient funds to pay for traffic management and parking? I know! Add it to the council tax! Oh sorry, we can’t do that – it’s unfair and they’re capped anyway; ironically by the very same Minister who says that parking wardens are over- zealous. And speaking of targets, what about ticketing targets? Stories abound about CEOs having quotas to meet, and that they earn commission based upon the number of penalty charges issued. Far from it, and Dr Webb, who is communications director for parking management company NSL, sought to put the record straight through her opinion piece in Parking News. The BPA and its members dislike ticket targets, and we have been discouraging them since long before statutory guidance was published in 2008. More councils are adopting the principles of the BPA Model Contract and I urge any local authority outsourcing its parking enforcement to find out more by

contacting dave.s@britishparking.co.uk The public expects local government to operate efficiently and effectively. Parking management and enforcement is one of the functions of local authorities. If they choose to outsource enforcement to the private sector – and the government has encouraged this for decades – then how do they measure value for money and ensure firms function in accordance with the contract? Most contracts have objectives and key performance indicators (KPIs) which can be measured; but these do not have to be quantity targets, they can be quality targets. Parking enforcement isn’t about the number of PCNs issued, it’s about street safety and how many parking spaces are occupied by people who pay when they should and don’t overstay when demand is high. And what happens to the price of commodities in demand? The price goes up! And so it is with parking It’s called ‘supply and demand’ and is normal in a democracy founded on capitalist principles. Retailers operate this way, so why shouldn’t people who supply parking spaces do the same?
