updates will be given online and one month’s notice of any tariff reductions for new applicants given. The triggers will be set diff erently for solar thermal and heat pumps. From April 2014, the recipient of all existing and


new biomass installations must demonstrate, either though reporting or sourcing from an approved supplier, that their biomass fuel meets greenhouse gas lifecycle emissions limits. DECC aims to publish guidelines on this during 2013. In addition, from late 2013 there will be an improved air quality requirement for new installations that will be set at 30g particulate matter per gigajoule of thermal input. There are also a few other technical changes, such as the removal of the requirement that the use of heat must take place within a building.


Domestic RHI At its inception, the RHI was only for the non- domestic sector. It has been decided that it will be extended to the domestic sector from the summer of 2014, and that it will include some types of air source heat pump. The methods of heat measurement – and the all-important tariff s that will be paid – should be announced this summer. It has not been fully agreed yet how domestic systems will be metered, but it is expected to include both electricity input and heat output metering. An interim response to the other RHI consultations


was given on 23 April, and both air source heat pumps and biomass direct air heating systems will become eligible. Full details will be published later in the year.


Heat at a premium The Renewable Heat Premium Payment (RHPP) scheme for domestic installations will be extended until the end of 2014. The RHPP is a ‘one off ’ grant, to help purchase renewable technologies such

as biomass boilers, heat pumps and solar thermal panels. It is primarily targeted at those who do not have a piped gas supply. Details of how to apply can be obtained from the Energy Savings Trust website (www.energysavingtrust.org.uk).

ECA members The application process for the RHI is quite involved and includes the provision of a lot of information about the proposed installation. A very high proportion of applications are returned to the applicant both for additional information and clarifi cation, and because of the metering problems mentioned previously.
