The Packaging Federation is a constructive forum for discussion of Packaging issues with colleagues in other material sectors. As a member, CPI attended the Federation’s Westminster Reception in June. In preparation, CPI wrote to MPs with Corrugated plants in their constituencies, inviting them to attend. It was good to see that, of the 22 MPs in attendance, nine were present to meet CPI and to discuss issues affecting the Corrugated Industry.
WRAP Retail Ready Packaging Forum
The Government’s Waste Resource Action Programme (WRAP) held a Retail Ready Packaging Forum in March. Retail Ready Packaging, or RRP, is a relatively new innovation, developed by the Corrugated Industry in response to retailers’ requests for greater efficiency throughout the supply chain. WRAP had noted that “the increase in the use of RRP can conflict with retailers’ targets to reduce packaging under the Courtauld Commitment”.
Actions arising from this Forum called for a better understanding and greater communication. There were also calls for a sharing of best practice, which might have an impact on commercially confidential designs.
The Corrugated Industry has confirmed that it supports the moves to improve communication across the supply chain. It also has no objection to retail shelf size standardisation. Other proposed actions raised potential concerns. Sharing best practice may involve commercially sensitive information and may not be appropriate.
Liaison with the Advisory Committee on Packaging
The Advisory Committee on Packaging (ACP) reports to Defra on the role of packaging and pending policy. The new Chairman, Bob Lisney, asked for industry opinion on current and future recycling rates, as well as opinions on the key issues to maintain recycling levels.
CPI was asked to make a presentation to an ACP-Defra seminar in March and the key 11
message was that the quality of recyclate is essential. This presentation supports a written submission made in December 2010. Further meetings took place with ACP throughout the year, aiming to develop a clear strategy for ACP and support the recycling of Packaging to 2020.
We were pleased to see that comments on Corrugated Packaging were adopted by ACP without amendment. The high recycling rate for Paper Packaging, both commercial and domestic, is recognised as approaching optimum levels and it is noted that future targets should not be raised significantly. The recognition of the high levels of paper recycling by a Government Committee is welcome.
