For the tarped load, glue soft foam to the top of the cap, then trim the foam into a rough mound shape. Next, plastic from a trash bag is glued to the cap. Start at the middle. When the cement has set, run a bead of glue along the outer side of one of the flanges and secure the bag material to it. Do the same on the other side, then fold the excess under and glue it to the inside of the flanges. The completed load and tarp are shown in the photo below.

Once the tie-downs are on, the cap can be cemented in place on the roof. Test fit the cap, then apply a fairly thick layer of cement along the roof top and a thin layer on the inner surfaces of the flanges. Press fit the cap in place. Apply pressure to both the top
