8. Your attention is called to the National Bylaws, Article III, Auxiliary Delegates, Section 301 – Eligibility. “Any member in good standing in her respective Ladies Auxiliary shall be eligible for election as a County Council, District, Department or National Delegate. Delegates and Alternates elected to County Council, District, Department or National Conventions shall be recognized only when Ladies Auxiliaries have conformed to the National Bylaws.” The Ladies Auxiliary cannot establish a rule that a member must have attended a specific number of meetings or any other restriction to keep a member from being elected a delegate. Delegates and Alternates shall function at the Convention following their election.


9. Your attention is directed to the National Bylaws, Article III, Section 309 – Arrearages Affecting Delegates. “Any Ladies Auxiliary in arrears for District or County Council dues shall be deprived of Ladies Auxiliary representation at those meetings or Conventions for which dues are in arrears. Any Ladies Auxiliary in arrears for other financial obligations to National Headquarters or the VFW Store, or failing to have the office of President and Treasurer bonded; failure to make quarterly audits and complying with Section 814A of the National Bylaws shall be deprived of Ladies Auxiliary representation on all levels. All rights shall be promptly restored upon proper adjustment of such deficiencies.” This does not jeopardize an individual’s right to vote if she is an Officer or Past President in the County Council, District or Department.


10. In accordance with the National Bylaws, Article VIII, Section 813D – Department Treasurer on page 83, under Reports – Financial. “The Treasurer shall prepare a detailed financial report of all transactions since the last meeting which is to be printed and distributed to each Council Member at each Council of Administration meeting. No motion is required to accept this report. The Treasurer’s financial statement shall be


published in the Department Convention report book, which report book shall be distributed to the delegates at the Department Convention. Immediately following the close of the fiscal year, she shall submit a copy of the approved year- end audit report with a copy of the bank statement to the National Treasurer by October 1, unless permission is granted by the National President for an extension.”


11. Attention Department Treasurers – Sec. 813D, Reports – Financial, Nos. 4 & 5 – “Forward a list of delinquent Ladies Auxiliaries, County Councils and Districts or a notice stating all Audit Reports have been received from each Auxiliary, County Council and District to the Department Convention Credentials Chairman; and a copy of the notice or list of the delinquent Auxiliaries must also be sent to National Headquarters within five (5) days following Department Convention annually by the retiring Treasurer.”


12. Sec. 814 – “All audits are to be completed by the elected Trustees with a minimum of two (2) members in attendance.”


13. We must call your attention to page 45 of the Ladies Auxiliary VFW Ritual, concerning Memorial Service at the Department Convention. Each District will be called with the number of deceased members, or as the Department directs.


14. Please review the Ritual as all floor plans are in the back of the book. They also show coming in on the right of the Senior Vice- President and out on her left side.
