of small-scale physical regeneration projects and further research over the past 12 months. Around sixty small projects have been developed including two countywide programmes of support for independent traders, renovation of pedestrian steps in Holywell and Mold Spring Clean, the winner of the Welsh Zone Environment and Culture category.


Flintshire’s Town Action Plan Programme has brought together for the first time a whole range of stakeholders in seven different towns. A major success of the programmes has been that participants now understand the importance of working together in partnership to achieve their aspirations.


While this type of approach has been quite common in England, in many cases as an initial requirement of the Market Towns Initiative, it is quite a new approach in Wales.


Flintshire TAP (Town Action Plan Programme) won the


   In 2006, a Wells Area Partnership survey showed that one of the top three priorities of the community was to redevelop the under-used Maltings building to provide the community space and youth space that the town badly lacked. The new complex, which was developed with community involvement at all stages, will offer both these things along with a museum, theatre and cinema.


Wells Malting Development was commended in the Partnership and Strategic Working category of the East Action for Market Towns Awards.


 


 Dawlish has shown how regeneration plans on paper can be realised with the delivery of projects in the Dawlish Community Action Plan 2005 to 2015. These included developing a skills audit and training programmes, drawing up a master plan for central Dawlish to guide conservation and development and the creation of a skate park. Regeneration partners also carried out a feasibility


study for an all-seasons arts and music pavilion and major improvements to the main shopping centre.


Leadership in Regenerating Dawlish was commended in the Partnership and Strategic Working category of the West Action for Market Towns Awards.


   The town has a vision to build on its characteristics in a sustainable manner in order to achieve economic, social and environmental regeneration. A series of works will be carried out to enhance the attractiveness of the town and tackle its inherent issues of deprivation and decline. The voluntary group Blaenau Ymlaen is the heart of the project ensuring that the project is a genuinely grass roots, community led regeneration project.


   Bookham Vision is an independent voluntary organisation set up specifically to produce a Village Plan. Although the project is not yet complete, its community involvement credentials are impressive, which has resulted in high participation rates with 3,326 out of 4,886-68% of households - returning a completed, comprehensive survey.
