May | June 2010 LEGISLATIVE NEWS ANLA submits comments on USDA biomass subsidy program
On April 9, 2010, the American Nursery & Landscape Association (ANLA) submitted official comments to USDA’s Farm Service Agency (FSA) on the potential harm that implementation of the Biomass Crop Assis- tance Program (BCAP) could bring to the green indus- try. As ANLA has reported, the BCAP program may subsidize the purchase of wood based residual materi- als, including bark traditionally used for growing me- dia and mulch, for conversion into wood pellets for biofuels. The impact on the green industry could in- clude sharply higher prices and shortages in the avail- ability of pine and hardwood bark and softwood chips used in production of containerized nursery stock and for landscape mulch, if bark is determined to be eli-
gible for BCAP federal subsidies.
Prior to the comment deadline, ANLA director of legislative relations Corey Connors provided a de- scriptive video segment on the origins and potential effects of the BCAP program.
