Eastern Cape Gambling Board Bookmaker Licenses Not Implicated by Supreme Court Of Appeal Judgement On Supabets

Sun International’s flagship property, GrandWest Casino and Entertainment World, has unveiled the first phase of an extensive redevelopment strategy aimed at reinforcing its position as South Africa’s leading leisure and entertainment destination. The completion of the R30-million refurbishment of the Grand Hotel’s Salon Privé, lounge, and Union Castle dining room marks the beginning of a multi-phase expansion plan.
The project, executed by leading interior design firm David Muirhead & Associates, has transformed the venue into a sophisticated, boutique-style environment featuring luxury finishes, bold colour palettes, and bespoke lighting installations by local artisans. GrandWest General Manager Mervyn Naidoo said the renovation had been in planning for several years but became a top priority following the Grand Hotel’s expansion to more than double its original size. “We wanted to go beyond creating space — we wanted to deliver a distinctive guest experience,” Naidoo said.
Looking ahead, GrandWest has announced plans for a 22,000sqm retail mall and an additional 2,000sqm health and fitness facility. Preparatory engineering work is underway, with construction set to commence once essential services are

secured. The venue is also remodelling the area formerly occupied by the Hanover Street Nightclub.
Naidoo said the redevelopment represents a long-term investment in customer experience and destination appeal. “This transformation is part of a broader vision to strengthen GrandWest’s value proposition, drive new footfall, and sustain its leadership in the competitive hospitality and entertainment market.”
GrandWest continues to promote responsible gaming through its Learn-to-Play initiative, offering complimentary sessions on popular table games to encourage informed and responsible participation.
The Eastern Cape Gambling Board (ECGB) wishes to state that the judgement delivered in the matter between Supabets and Others (Casino Association of South Africa – CASA) & Gauteng Gambling Board (GGB), is not applicable to bookmakers licensed with the ECGB.
The Supreme Court of Appeal (SCA), passed a judgement prohibiting Supabets (a licensee of the GGB) from offering/ accepting bets on the outcome of casino games including roulette. The Chief Executive Officer of the ECGB, Mabutho Zwane, stated that there may have been media reports on the position of the National Gambling Board (NGB) regarding this judgement, Zwane says, the interpretation by the NGB may be misleading and unfortunate.
The ECGB is of the position that this judgement is only applicable to Bookmakers licensed with the GGB, as such, all bookmakers licensed with the ECGB may continue to offer/ accept bets on the outcome of casino games, including roulette.
GrandWest continues to promote responsible gaming through its Learn-to-Play initiative, offering complimentary sessions on popular table games to encourage informed and responsible participation.
