Universidad Autónoma de Colombia, especialista en Gerencia Financiera Sistematizada de la Universidad Libre de Colombia, con posgrado en Alta Gerencia en Economía Pública de la Escuela Superior de Administración Pública y Altos Estudios internacionales de la Sociedad de Estudios Internacionales, Máster en Estudios Políticos Aplicados. Buenos, como pueden haber leído líneas arriba, nos aguarda una agenda agitadísima, y si no podemos visitar todos los eventos indicados, de seguro estaremos, Dios mediante, en GAT Expo a fines de marzo, y Sagse Latam, los días 19 y 20 de abril. ¡Alla nos vemos!

BRASIL Ministro de Hacienda afirma que presentará MP este mes
En declaraciones a medios locales, al martes 14, el Ministro de Hacienda de Brasil, Fernando Haddad, dijo que el gobierno publicaría una Medida Provisional (PM) al regreso del viaje a China del Presidente Lula, en la última semana de marzo, para gravar la industria del juego y las apuestas online. Ya lo había dicho en le entrevista con al Canal UOL a inicios del mes: “En marzo regulamos (el juego online). Enviaremos a la Casa Civil y obviamente eso se llamará los ministerios involucrados, pero es una prerrogativa del Tesoro. Ya he hablado con el presidente (Lula) al respecto y él está a favor. Los juegos de azar online en todo el mundo están sujetos a impuestos”, había declarado el ministro Haddad.
En las declaraciones del
martes, Haddad dijo que las empresas del sector pagarán una contribución, pero la tasa aún no está definida dada la escasez de información sobre los ingresos de las empresas, añadiendo: “Como no hay un historial, no tenemos conocimiento histórico del sector. Tenemos que recolectar información, que viene del propio
sector pero que no puede ser exclusiva de ellos”. Sin embargo, se tiene conocimiento que la MP va a exigir que las empresas operadoras tengan una sede en Brasil, principalmente para mantener la recaudación en el país, algo que ya ha sido motivo de queja por parte del Gobierno. El Ministerio de Hacienda estima que las arcas del estado dejarán de percibir unos R$3,200 millones (US$615 millones) en 2023 a partir de los cambios en el Impuesto a la Renta, y es por esto que el juego y las apuestas deportivas específicamente pueden ser una fuente de ingresos atractiva para el Gobierno.

Finance Minister says he will present online gambling PM this month
In statements to local media, on Tuesday 14th, the Brazil Finance Minister Fernando Haddad said that the government would publish a Provisional Measure (PM) upon the return of President Lula’s trip to China, in the last week of March, for the regulation of tax collection in the online gambling and betting industry.
Minister Haddad had already said so during the interview with Canal UOL at the beginning of the month: “In March we regulate (online gambling). We will send this to the Civil House and obviously the ministries involved will be called, but it is a prerogative of the Treasury. I have already spoken with the president (Lula) about it, and he is in favour. Online gambling around the world is taxable”. In Tuesday’s remarks Haddad said companies in the sector will pay a tax contribution, but the rate is not yet defined given the scarcity of information on companies’ revenues. He added: “As there is no history, we have no historical knowledge of the gambling and betting sector. We have to collect such information, which comes from the sector itself but
cannot be exclusive to them.” However, it has been confirmed that Brazil’s gambling regulations PM is going to demand that the operating companies have headquarters or offices in Brazil, mainly to keep tax collection records in the country, something that has already been the subject of unease by the Government. The Ministry of Finance estimates that the state coffers will lose some R$ 3,200 million (US$ 615 million) in 2023 from uncollected Income Tax revenue, and that is why gambling and sports betting, specifically, can be an attractive source of income for the Government.
