up until this point. It has also meant that people whose boilers have broken and intended to replace it with a heat pump have had to get a new boiler instead, because they don’t want to wait for council approval for heat pump without hot water. Also, it usually costs more to install a heat pump than it does to install a traditional gas boiler system anyway, further disincentivising installing heat pumps.
The talent gap
However, the main issue with the Warm Homes Plan and the wider installation of heat pumps and other HVAC solutions is a lack of skilled installers to install the technology. The UK Heat Pump Association has estimated that to hit net-zero targets, over 33,000 fully approved heat pump engineers are required, but the UK currently has approximately 15,000. So, on the face of it, it looks like there is a signifi cant skills gap issue. However, up until this point, the UK has not had the demand for heat pumps, which accounts for the lack of approved engineers. Hopefully, with the introduction of the Warm Homes Plan and its support of Heat Pumps, more people will be trained to install them. Unfortunately, the problem is more complicated than simply training heat pump engineers. The additional strain that new heat pumps will put on the national grid means that there needs to be major upgrades to the grid, which is facing its own skills gap issues. So, to actualise its Warm Home Plan, the UK government needs to incentivise training in heat pump installation and also upgrade the grid. In my opinion, the Warm Homes Plan is the most important energy-effi ciency
investment for UK households in a generation, and the investment will help the UK take strides towards more aff ordable and sustainable living – so it’s absolutely critical that the right skills and infrastructure are in place for it to yield the results it promises.
