Budget a ‘mixed bag for business’
by Alison Watson

George Osborne's Budget had welcome surprises, especially for saversand pensioners,
I
but for businesses there was a mixed bag of welcome news
; and cause for concern
' First the good news for busi ness - the increase in the An nual Investment Allowance-

nesses investing in the future, this will be very welcome.- ’ The rate of payable cred-' it for loss-making compa
nies under the SME research and development tax credit
scheme will increase from n% to 14.5% from this April. This is excellent news forthe many
innovative businesses in the Ribble Valley.' - < / {

bank accounts. Whilst this no
doubt played well to the gener al publicon a promise oft ring ing “errant taxpayers” to pay : their proper contribution, the
practical problems should not be underestimated.
Those involved in the
building trade(ofwhich there are many in the Ribble Valley):
attempting to obtain refunds of excess tax deducted at source from HMRC will per
haps have their own views on this.
Forsavers and pensioners,
from next January there will be a new series of fixed rate

those pensioners with sav ings. In addition, those pen sioners with small pensions topped up by savings income are likely to see a big reduction ; in their tax liability next year with the new “savings income nil rate band”. Increased limits for ISA
contributions from July, and thefactthatthiscannowallbe ; cash, will also be welcomed by those savers (young and old) ’ whowanttoearnsomemoney '

Until she was hitbyastroke, Michelle Wilkinson had so much to look forward to.
The. Clitheroe divorcee and motherrof-five was a suc cessful driving instructor, was about to take her test for large motorcycles, soon to see a daughter off to univer sity, had enrolled on a uni versity course herself, was keeping fit and had lost three stones in weight, and had led a 15-strong sponsored swim for Help for Heroes with her sol dier daughter, Adele. - Her life was devastated af ter she had an operation for
. a brain aneurysm, and the slight risk she he had been warned about became reality with a stroke that left her par tially paralysed down her left side and temporarily without speech. . ■ But Michelle (46) is mak
ing a determined fight back, and when two friends push her wheelchair in a charity fun run in May she intends to
Hgetout and walk the last 100 . metres or so to cross the fin ishline.
•
She has also gained an in ternet following for her regu-
. larblogsaboutlivingwith“Mr
A.”-Afor Aneurysm-in an ef fort to raise awareness about strokes and help other suffer ers and their loved ones. Michelle’s ordeal began at
the end of July last year. She had been suffering bad head aches, which she put down to
migraine, and felt tingling in her hands and lips. Sent by Pendleside Prac tice for an MRI scan at Royal
Blackburn Hospital; Michelle was found to have an aneu rysm and was referred to the Royal Preston Hospital. : ■ She was warned there that
surgerycarriedariskofabout 5%, but left untreated the an eurysm had a 70% risk of fatal ly bursting at any time. Soon after surgery to insert
a titanium coil, Michelle suf fered bleeding and a stroke, and was rushed into inten sive care. Confined to hospital for
months, Michelle had to give up her home in Milthorne Av enue, Clitheroe, and her two
youngest sons had to go into foster care.
Michelle is recuperating in
Castleford House, Clitheroe, and looking forward to mov ing into an adapted house in Lime Street. “I’m still me, despite it all,”
Michelle said. “I can’t do the things I used
to do, but it doesn’t mean I can’t do things in a different way.”
On Saturday, May nth,
Michelle will take part in the annual Beaverbrooks-ioK Fun Run along the prom at Blackpool, pushed by friends Iain and Lucie Warburton, of Littlemoor Road, who are borrowing a“running” wheel chair from Simon O’Rourke, ofRibbleValleyShopmobility. Michelle said: “I’m deter
mined to get out and walk across that finishing line. I’ll try the last 100 yards if I can.” - Michelle and friends hope
to raise about £1,000 for the Stroke Association, and raise awareness about how strokes can strike anyone. ■ • Anyone wanting to :■
