most other European countries, notably Germany, almost since the recession hit. They've been successful too, prompting calls for the UK to do something similar. Now it has.. In his 2009 budget, Chancellor Alistair

Darling announced a "cash for scrap^i' scheme applying to any vehicle 10 years'old ; or older. I t means th at anyone trading in a- car or light van meeting the requirements -. will be offered £2,000 in exchange - £1,000 from the government in the form of a- voucher redeemable only against new c a r . purchase,'plus another £1,000 contributed by, the manufacturer in the form of a dis count against new car purchase. , i At first glance, it sounds like a no-brainer

for anyone with a barely roadworthy banger clogging up their driveway but there are some catches. The trade-in car must have been registered in the UK before July 31st 1999, it must have a current MOT certifi cate and it must have been owned by the person trading.it in'for. at least 12 months. There are also limits oh how many 10-year- old cars will be scrapped under the scheme. That's bec'aiisefth'e Government has put aside £300^1l(6h of public money as fund ing and in theory, once that's gone, it's gone. I t has put an end date for the scheme as being March 2010 but it also said it will con tinue until the allocated budget is used up. In any case, if successful, expect this whole thing to renewed, so this is probably some thing we'reTikely to see around for some time.-''j-.v.;;-.y,i.v7' l ,'- ■

if it wants to opt into the scheme'but in reality, virtually all will, given the success this initiative has haid in markets like Ger many Reaction to the scheme's introduction has

been mixed. Sceptics point out that there aren't many people with 10-year-old cars on their driveways and those th a t have are unlikely to be in a financial position to buy a new car if it costs, say, £10,000 or more. Even with the £2,000 scrappage incentive, they would still need to part with a t least £8,000 of their own money or get the whole thing through finance.

. It's worth mentioning that the £1,000

manufacturer contribution to the scrappage payment isn't in addition to existing offers,' so those of a 'glass-half-empty' disposition will point out th a t i t will inevitably get swallowed up in discounts the dealer would have given anyway. Many manufacturers were hoping th a t th e Chancellor would ■ extend the scheme to include cars no later than eight years of age (models pre-2001 in other words), giving them access to many more potential buyers.

' , Perhaps one reason he hasn't is that the

Government's scrappage scheme budget is so limited. ; Other doom-sayers complain th a t the

scheme will stimulate the car market a t the expense of other industries as consumers spend their money on cars instead of other high-value goods. That in itself pre-suppos- es that the scheme will be a success - and you can see why there's reason to think so. In Germany, this initiative has helped car sales rise 40% in March 2009, while the UK market suffered a 30% fall.

Why is if already working? . ■ So why in the light of its various draw

backs, is this initiative apparently already working here? Perhaps,because, quite sim-., ply j t's put,the'whole question of, car-pur-.; chase back on the table and enabled dealers to advertise apparently low 'discounted' prices. YeSi these have fineprint caveats reminding buyers th a t they only apply if they have a 10-year-old car to trade in, but if the apparently super-low price piques the

customer's interest and gets them on the 'phone or through the showroom door, then half the dealership's job is done. Hardly anybody potentially in the mar

ket for a new car has a 10-year-old car to get rid of in part-exchange but by the same token, hardly anybody potentially, in the market for a new car realises that thie dis- count.deals on the table from virtually every maker are quite so generous as they are. Manufacturers have tried throughout the first quarter of this year to heavily dis count their cars and get the message put to ' the buying audience, yet their efforts have largely fallen upon deaf ears. Now, with the same message riding bn the back of the scrappage initiative, people are listening and responding. . ■ .

n - ;

Will th'ere be an impact ; : on used car sales?

Probably. The city cars and supermini

models th a t will most benefit froni the scrappage initiative are mostly cars already ■ in high demand. Customers using.the scrap- page scheme'and put off by waiting lists on these models might well choose to forgo the scheme dividend and buy an affordably priced late low-mileage vehicle instead if the deal is good enough.

Scrappage - an environmentally ' friendly solution.

Vehicle repairers who make their living

from fixing ancient cars might not welcome this initiative but everyone else ought to applaud i ts environmental significance, even if feeding perfectly good cars into a crusher doesn't seem like a particularly eco- friendly activity, l

• . The average new car today is nearly 30% :

cleaner and more fuel-efficient.than the: equivalent model 10 years ago so it follows that replacing older cars with new ones will lower the C02 output on UK roads. If you base your calculations (as environmental website Clean Green Cars recently did) on every scheme participant swapping a popu lar car like a 1998 Ford Focus 1.6 for its cur rent 65.6mpg Ford Focus ECOnetic equiva lent, an annual saving of 120,000 tonnes of C02 would be made- the equivalent C02 . output of more than 40,000 homes. There's also no doubting the road safety advantages to be gleaned from replacing older cars with new models featuring today's advanced crash protection systems.; ■

Overall . The vehicle scrappage scheme is clearly

more of d measure to help car manufactur ers and dealers out of a difficult spot than a means of saving the p l^ e t or rewarding the, publicTvith discounts'oh new ca'fs.j l t can ,

' still be aTwin-win'situatiori' for everybody, tho'ugh and the early signs are good; In a ; faltering economy, any idea is worth trying ; once. When the Government's scrappage scheme budget runs out, this could be one , ’ that's worth trying twice. ;
