It’s D-Day for new wheelie bin system

I Motors Today ..............................27 I Sport .';. . . . . . ; . . . . . . . . . . . — . .45 ^
MONDAY was “D-Day!’ for Ribble Valley’s new recycling and refuse collection service. -
. The switchover to ^’“three- stream’’ wheelie bin-based sys tem is a major change, for resi dents and the council; but it is already working well in parts of. the borough where it was phased in earlier.
-. Monday, was the f irs t day \vhen the bulk of Ribble Valley switched to the new system and, after weeks of planning, the bor ough council’s street scene man ager Graham dagger said he was generally pleased with how
• things went; . ' . : , . “This is the start of a learning
curve for everyone involved,” he said. “For our operators, who are going into different areas,
- and for the residents, who are adapting to a new way of doing things. “There has been the odd hic
cup here and there, which is inevitable when you make such

. A questionnaire has = • been devised for use on the day, which shoppers will be urged to complete and return. A small , group of volunteers, armed with clipboards,

a big change over such a wide area, and there are a few out standing issues to resolve. I t will take time to settle down and we are again asking residents for- their patience and understand ing while we get everything run ning smoothly, but we are now moving in the right direction.’’ . Unfortunately, some residents
.'in outlying areas had not received all their wheelie bins in time for the new system start ing. Mrs Norma.Dugdale, of New House Farm, Tosside, said she and her neighbours had only received six of the 15 bins they should have between them - three for each of the five proper ties there. Despite reporting it on June 2nd, the missing bins had not arrived by Monday, but
- Mrs Dugdale said the refuse col lectors had taken the rubbish
■ and recycling anyway. Mr Jagger conceded there had
been problems in getting all the bins delivered in time: “About 300 properties out of 11,000 have not yet received all their bins,” he said.
- - “The company responsible for
delivering them allowed four weeks for the job. They are now into their sixth week, but are doing all they can to get the remaining bins delivered as quickly as possible.” . j -
: Mr Jagger said he thought the -
■ contractor had not fully appre;- ciated how big a district Ribble . Valley is and how many outlying and difficult-to-find properties it contains. He repeated his plea, for
residents.to be p a tien t, stressing that any teething trou bles would be resolved in time. - - “We cannot make this work
without the co-operation of the residents and we are very grate-, ful for their co-operation,” he
jaid. “After all, it is the residents who recycle, not the council.” Anyone experiencing difficul
ties with the new refuse and recycling collection service can - ring the dedicated helpline on . 01200 414599 or send an e-mail to the following: three-

• The new wheelie bin system has been introduced in a bid to
meet strict Government recy-1 cling targets, designed to I increase the amount of waste | that is recycled and cut down on i the' amount going to landfill sites. Households now have two | or (if they have a garden) three coloured wheelie bins - a bur-1
gundy bin for non-recyclable i waste, a blue bin for glass, metal and plastic recyclables, and a green bin for garden waste such as grass and hedge cuttings. There is also a reusable white sack for recyclable paper and cardboard.
' • MEANWHILE police are
investigating the theft of two wheelie bins from Bolton-by- Bowland and a further two from Clitheroe. ■ The green and burgundy bins
were taken from the village some time on Friday. The burgundy and blue bins,
worth £50, were stolen from out side a house in Waddington Road some time between last Wednesday and Thursday.

RUSH hour traffic ground to a halt following a head-on smash on the A59 a t Sawley Brow.
' A crew from Lancashire Fire
and Rescue Service spent around half-an-hour cutting the female driver of a silver Opel free from the wreckage of her car following the accident, which happened shortly after 8 a.m last Friday. ; The woman was taken by ambu
lance to the Royal Blackburn Hos pital with back and leg injuries. ’
Another c asu alty was also
taken to hospital with chest and minor head injuries which were not thought to be serious. The other vehicle involved in
the smash was a yellow Ford Transit pickup truck towing a mobile generator. Police, who were quickly a t the
scene, closed th e A59 in both directions while the rescue crew from Clitheroe fought to free the woman from her car, which was in
the centre of the road, close to the Sawley turn-off at the foot of Saw-' ley Brow. Long tailbacks quickly built up
in both directions, but once the driver had been freed and the wreckage of her car moved, the road was re-opened shortly before 9 a.m. . Our picture shows the after-, math of the crash as emergency services free the driver of the Opel. (CR260608a)
Sabden teacher to fight David Davis
A TEACHER from Sabden is stand ing in the by-election sparked by the resignation of senior Tory MP
David Davis. Grace Astley (49), pictured, is stand
ing as an Independent candidate in the Haltemprice and Howden by-election on July 10th with a manifesto of “common sense and values especially in educa tion”. Mrs Astley, who has taught at Sabden
Primary School and IVitton Park High School in Blackburn as a specialist dyslexia teacher, said she had always been interested in politics and was a seri ous candidate. A committed practising Christian,
who was raised as a Methodist, Mrs Astley said th a t it was not often that such an opportunity arose. She referred to the infamous Ribble
Valley by-election of 1991 when Liberal Democrat Michael Carr overturned a Tory majority of 20,000 to win the seat.
If she wins the seat Mrs Astley plans
to live in the constituency and said she would appreciate any help people could offer in the form of canvassing, finan cial support or prayers. Ex-shadow home secretary Mr Da-vis
quit to generate debate on civil liber ties, particularly the Government’s 42- day detention limit for terror suspects. He will fight to regain his seat on a
platform of defending “British liber ties”.
' • He will stand against 25 other candi
dates, half of them In dependents,' including David Laurence Bishop repre senting the Church of the Militant Elvis Party, Gemma Dawn Garrett of the Miss Great Britain Party and David Icke, for whom there is no party listed. Mr Davis previously won a 5,116
majority in the East Riding of York shire constituency. The Liberal Democrats and Labour are not contesting the seat.
Officers’ bravery rewarded
A BRAVE Ribble Valley police ser geant, who rescued a woman from a flood swollen stream, is being honoured a t th e pres tigious Police Bravery Awards in London next week.
: . Sgt James Saddoo, of Clitheroe
Police, and PC Victoria Wilson, who is now based at Accrington, were called to - Tinker Brook, .Oswaldtwistle, in December 2006, where a local woman, had lost her footing on the steep; slip pery 15ft. embankment. The woman,, v i^ w a s from the Burnley area, had ■JRfed and fallen into the brook as she tried to rescue her dog. Fortunately as she was swept away she managed to grab the branch of a tree, overhanging the brook and shout for help. ■ Her cries for help were heard by a
local resident who contacted the police. . As the officers arrived they quickly realised that they were on the opposite bank of the stream. As their route to the other bank would have taken some time
and their throw line would have been ineffective, they decided they would risk their lives and enter the torrent to cross over and reach the struggling woman. They retrieved the throw line from
their vehicle and PC Wilson tied i t around a tree and PS Saddoo tied it around his waist and waded into the freezing water. As he tried to reach th e : woman he was swept off his feet repeat-.
■ edly and PC Wilson who could see he was struggling decided to wade into the brook to assist him. She was also swept off her feet by the fast flowing torrent a number of times, but their determina tion to save the woman, was rewarded as they eventually reached the strug gling woman and managed to lift her clear of .the water u n ti l fur ther help 'arrived.
■ The woman was taken to the Royal .■
Blackburn H o sp ital where she was treated for hyperthermia and kept in overnight for observation.
