The Ribble Valley Borough Council under the powers contained in the above regulations has made a Scheme of Members' Allowances to have effect for the period of 13 May 2008 to 12 May 2009.


T h e S c h em e p ro v id e s for th e p a ym en t o f the following allow ances; 1 An Annual Basic Allowance of £2,586 is payable to each Councillor. 2 The following Special Responsibility Allowances are payable: Council

3 The payment of a dependent carers’ allowance of £5.52 per hour (National Minimum Wage) for the cost of arranging for the care of children, elderly relatives or disabled relatives requiring full-time care.

4 The annual payment of a co-optees allowance of £862, which is , 1/3rd of the Annual Basic Allowance, be paid to the non-elected independent chairman of the Standards Committee. The annual


■ payments of £287, which is 1/3rd (if the chairman’s allowance to the non-elected independent member and the two parish council ■ members of the Standards Committee.

5 The amounts specified in paragraphs 1,2,3 & 4 above are subject to an annual uprating on 1 October 2008. This uprating shall equate to the percentage increase in the national minimum wage.


6 The scheme allows for all eligible councillors, who wish to do so, to


. join the Lcxal Government Pension Scheme, and that both the Annual : Basic Allowance and Special Responsibility Allowances are eligible for pension payments.


7 , The payment of any,allowances will be withheld by the Council where atouncillor is suspended or partially suspended from his/her responsibilities or duties as a member of the Council.


8 The Basic Annual Allowance and the Special Responsibility Allowances to be paid in 12 equal, monthly instalments.


' 9 The following travelling and subsistence allowances are payable:


Travel and subsistence expenses continue to be paid for all ■ approved duties. Approved duties include;

These allowances are based upon a meals basis with eligibility based on time of day of the meal and the time away from home.


Breakfast allowance (more than 4 hours away from normal place of residence before 11am) •


Lunch allowance (more than 4 hours away from normal place of residence including the lunch time between 12 noon and 2pm)


- Tea allowance (more than 4 hours away from normal place . of residence including the period 3pm to 6pm)

PUBLIC FOOTPATHS NO. 13, BOWLAND FOREST LOW (PART) AND N0.2, B A SHA L L EAVES (PART), RIBBLE V A L LE Y DISTRICT PUBLIC PATH DIVERSION ORDER 2008


The above named Order, made on 25 June 2008, under section 119 of the Highways Act 1980, will divert those parts of the Public Footpath 13 Bowland Forest Low and Public Footpath 2 Bashall Eaves, ninning from a point 291 metres along its existing alignment, to the south-west of Its junction with Public Footpath 2, Bashall Eaves as marked by Point Aon the attached map and mnning generally north-eastedy for a distance of 291 metres to the parish boundary and then continuing as Public Footpath 2, Bashall Eaves, ranning easterly for a distance of 164 metres to point C to a line running from a point of Public Footpath 13, Bowland Forest Low, located 291 metres along Its existing alignment, to the south-west of its junction with Public Footpath 2, Bashall Eaves as marked by Point A on the attached map and ninning generally south-easterly for a distance of 230 metres when it continues north-easterly for a distance of 52 meteis to the parish boundary marked as point F and continuing for 193 metres in a general north­ easterly direction to point C, as shown on the order map.


A copy of the Order and the order map have been placed and may be seen free of charge at the offices of Ribble Valley Borough Council and at my offices from 9am to 5pm on weekdays. Copies of the order and map may be bought there at the price of £1.00.


Any representations about, or objections to the Order may be sent in writing to the County Secretaiy and Solicitor, Lancashire County Council, PO Box 78, County Hall, Preston, PR1 8XJ (REF: LSG4/PROW) not later than the 31 July 2008. Please state the grounds on which they are made.


If no such representations or objections aredulymade.orif any so made are withdrawn, Lancashire County Council may contirm IheOrderasan unopposed Order. If the Order is submitted to the Secretary of State for the Environment for confirmation any representations and objections which have not been withdrawn will be sent with the Order.

THE LANCASHIRE COUNTY COUNCIL (PUBLIC FOOTPATH NO. 16 NEWTON, RIBBLE VALLEY BOROUGHI FTEMPORARY PROHIBITION OF THROUGH TRAFFICl ORDER 2008


NOTICE IS HEREBY GIVEN that the Lancashire County Counal intend to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, as amended, the effect of which is to prohibit temporarily any pedestrian from proceeding over that length of Public Footpath No. 16, Newton, in the Borough of Ribble Valley, indicated beiow;-


Thal part of Public Footpath No. 16 Newton, from a point at Its junction with Public Footpath No. 17 Newton, at Gnd Ref 7061 5111, and running in a general south westerly direction for a distance of approximately 865 metres to' Gnd Ref. 7003 5048. An alternative route is available using other existing highways.


The closure is necessary because of the likelihood of danger to the public whilst works are undertaken by United Utilities. The Order will be operative from the 14 July, 2008, for a period of 3 months.
