Warning on ch an g e s to alcohol l ic en c e sy s tem
TIME is almost being called on pint pullers across the Kibble
Valley., Licensees have until late sum
mer to get themselves in line with new legislation.
_ They are currently being
offered a window of opportunity to get hold of a replacement
licence. Providing they want to con
tinue as at present, licence hold ers have until August 6th to con vert it to a new one under the Licensing Act 2003. Later this year local authori
ties, not the magistrates court, will become responsible for granting licences, although dur ing this transition period the two systems will run concurrently. Mr Paul Timson, Kibble Val
ley Borough Council Director of Legal Services, explained that existing licences would cease to have effect from November this year, and if people had not obtained a replacement they would not be able to operate.
He added that this could,
result in them having to make a brand new application which could face opposition.' And for those who sell alcohol,
if they do not convert their licences they could be forced to
take a licensing qualification. With the deadline just a few
months away Mr Timson said that take up had so far been slow, with just 20 out of the Val ley’s anticipated 400 applica tions being submitted. He said problems with the application form and the inclusion of site plans had caused some delays. To try and help alleviate Mme
of these problems, the Kibble Valley police licensing section has arranged a forum to give licensees and club secretaries a better insight into what is
required. Formal invitation have been
sent out, but anyone who has not received their one by Mon day should contact Clitheroe police on 01200 458734 ■
