our view on plan heard AS one of the residents who voiced reservations at the recent meeting of Mellor Parish Council to the planning application for a mixed waste composting plant at Hawkshaw Fold/Birley Fold Farm, I find it offensive and patronising that those with legitimate worries about the proposal should be dismissed by a nameless spokesman for the developer as environmental ly illiterate Luddites standing in the way of progress. Quite apart from the insufferable arrogance

of the comments, I would point out the follow ing: 1. Under our planning system, everyone has

a right - some would say an obligation - to object to proposals which they find inappropri ate or potentially damaging, without being subjected to demeaning and inaccurate com ments about their motives or beliefs. Mr Dowson has a legitimate right to seek

permission for this development and others have a legitimate right to object. There are important and complicated issues at stake

.here, which need to be discussed calmly and rationally rather than through character assas sination. 2. Most of the residents who spoke at the

meeting expressed an awareness of the need for agricultural diversity at a time when farmers are finding life difficult. Indeed, the objectors included one local

farming couple who have themselves made admirable efforts to diversify without in any way compromising the local environment. All who spoke also demonstrated a clear under standing of the environmental issues involved in recycling and the need to reduce landfill. What was being objected to was this partic

ular proposal: its scale, its nature, its location, its appropriateness and its environmental impact. These are real and legitimate concerns, which will not disappear simply because the developer finds them inconvenient. To introduce into an agricultural setting

what is effectively an industrial process with many undesirable side effects is both question able and, in my view, contrary to current plan- ning guidelines, and falls a good way outside the definition of appropriate farming activity. 3. There is a blurring in your report and in

the spokesman’s comments between small-scale green waste composting such as currently takes place on the site and large-scale niixed waste composting envisaged by the proposal. Mixed waste includes industrial and com

mercial food waste, which will be transported on to the site from neighbouring authorities and companies by large lorries - up to 30 HGV movements into and out of the site each day are proposed. Anyone who uses the A59 regu larly will appreciate the considerable extra traffic, congestion and frustration this will entail. The vice-chairman of governors at St Mary’s School is perfectly right to point out the potential additional risk to the children who attend the school, and residents are under standably concerned about increased levels of noise, odour and pollution which will result. 4. Finally, let us not lose sight of the fact

that, despite the spokesman’s brandishing of his environmental credentials, this is a com mercial proposal, submitted presumably with the aim of making a profit rather than from

entirely altruistic motives. Nothing wrong with that, but let us apply

the duck principle: if it looks like a duck, walks like a duck and quacks like a duck, it s proba bly a duck. In this case, if it looks like a facto ry, smells like a factory, and operates like a fac tory, it’s a factory and no amount of environ mental window-dressing will change that fact. This is a contentious proposal. On the one

hand, it claims to address important environ mental issues.

On the other, it appears to show scant regard for the immediate environment in which it is

, . 1?-?- I want to spend my DIY

money locally, but can’t MR HARDMAN, (see Letters, Juiie 30th) has again failed to grasp the point concerning planning permission for a Homebase store in Clitheroe. I and many other DIYers want to spend our

money in Clitheroe. Unfortunately, many of the DIY products (see my letter of June 16th for details) are not available from the “cjuality inde pendent local traders” as he puts it and we have no option but to visit a dedicated DIY store in Accrington, Blackburn or Burnley. Not having anything constructive to add to the

discussions, it would seem that he has taken the opportunity to put pen to paper merely to make cheap jibes at my name. It would seem that every time I give my name it is a cue for a joke and I become the butt of everyone's humour. If he had the courtesy to read my name correct

--xf: M . Dolphins boost fund with supermarket bag-pack

THANK YOU to all the staff and customers at Clitheroe Sainsbury’s who helped Clitheroe Dolphins raise more than £390 by allowing some of our swimmers to pack shopping. We really appreciated the warm welcome

and all the swimmers thought that the check out staff were absolutely super. It was lovely to see such commitment from swimmers aged between nine and 14 who were prepared to give up their Saturday to raise money for Clitheroe Dolphins. Taking part in the bag pack were

set. There is a clear contradiction here, which needs addressing in a proper manner. I believe Mr Dowson’s spokesman is less than helpful in that process.

Headteacher’s special

thanks on retirement BEFORE I retire on July 20th, I would like to express my sincere appreciation for all the support from both individuals and local businesses I have had as headteacher of Ribblesdale Nursery School. During my 22 years as head our school has grown

developing into a much valued community resource, offering both education and other servic es. This is due to the efforts of a dedicated team of staff, governors and parents. People are welcome to view the improvements

and changes made. I would be especially pleased if former pupils, parents and friends drop in to see me

before my final farewell. Ribblesdale will continue to provide high quality nursery education as it gains status as a Cliildren’s

Centre. My belief has always been to give every child an

opportunity to access a vital, early start to his or her learning. I have many fond and happy memo ries of the children I have taught and their families. I hope that in a small way I have helped them to lead successful lives. -

Homebase store may be

thin end of wedge I HAVE a solution to those who value the cheap goods offered by Homebase - try shopping at one of the many “Clone Towns” that have now spread throughout the country. They all started out with independent shops and then let in the big

names of retail little by little until the trickle became a flood. The New Economics Foundation recently published its report on “Clone Town Britain”, available at wLvw.neweconomics.org and I urge anyone with an interest in the future of Chtheroe to read it. “Clone stores have a triple whammy on commu

nities: they bleed the local economy of money, destroy the social glue provided by real local shops that holds communities together, and they steal the identity of our towns and cities. Then we are left with soulless clone towns. The argument that big retail is good because it provides consumers with choice is ironic, because in the end it leaves us with no choice at all,” says NEF P olicy Director, Andrew Simms. The proposed Homebase store could easily be the

thin end of the wedge. There are a number of busi nesses that it would threaten because Homebase certainly doesn’t restrict itself to selling DIY items. If any of these go to the wall, they could let in another large national company in its space which would then go on to threaten another sector of Clitheroe’s retail community. And so on and so on until people no longer make the effort to visit the town.

' ■ So, to allow a Homebase to set up shop in town

would be, in my opinion, a terrible mistake. The quality of life in Clitheroe is worth more than sav ing a few pence on wallpaper and light fitting.

Long may cricket games

continue in village DOWNHAM Village Cricket Club is to be con gratulated on the celebration of 125 years’ cricket in the village. The chairman quite rightly pays tribute to the

hard work of past and present players and mem bers. It may, however, be worth thinking especially about the dedicated group who brought cricket back to life in the village in 1970 after a period when it had been in abeyance. Starting off with little more than enthusiasm, a

garden mower and roller, the square on the Barley Field was rediscovered and prepared for the friend ly cricket that has endured to this day. The group included Bob Swarbrick and sons,

Keith Hall, Walter Robinson, Geoffrey Braith- waite and sons, the Rev. Eric Chard and many oth ers. As usual, the wives were the unsung heroines providing refreshments for the Sunday matches. In the ’70s the season ended \vith a hard fought con test between Downham and Twiston! May cricket continue for a long time to come, hopefully \vith a return to the Barley Field?
