Borough council leader answers questions at parish meeting

THE leader of Ribble Valley Borough Coun­ cil, Coun. John Hill, attended the November meeting of Whalley Parish Council as part of his decision to respond to various questions from parish councils in the area. Complaints and queries


from councillors included Toilets - although a site


on the bus station, which is owned by the parish council, had been agreed, the borough council had decided to put off the building of the toilets until 2011, several years behind the original deci­ sion.


Councillors pointed out


in strong terms that the site had been agreed and that the borough authori­ ty should not promise one thing then go back on its word. Residents and shop­


keepers frequently had to answer questions about the problem or help out where they could, in par­


ticular with facilities for disabled people. The parish council had expect­ ed the toilets to be erected at the same time as work on the upgrading of the bus station by the county council, now being await­ ed.

bers of the public present felt that the current situa­ tion in a place which was a major tourist attraction was a scandal. Coun. Hill explained


tha t other places in the Ribble Valley were also waiting tor toilets and if they were built in one place others would miss out. He promised he would raise the matter at the next budget meeting in a few weeks. Burial Grounds - Some


councillors believed that Whalley council tax pay­ ers subsidised Ciitheroe and other cemeteries, but Coun. Hill assured them that this was not so. Either the council tax


or the Whalley precept would have to be raised to meet costs. His advice was: "Keep what you


have. Don't loose control or you could have grass several feet high in the churchyard". Open Space - Coun. Hill


was not aware at present of plans for open space at the Calderstones develop­ ment. Councillors under­ stood there would be a public iheeting when plans had been drawn up. The chairman's view


was that the Parish Plan should be "pushed" and a letter is to be sent about council matters to the Calderstones Park Resi­ dents' Association. Bins - Concern about


the putting out of^black bin bags, which could be missed, was raised. Had money been saved by the use of bags? Sometimes bin bags


were just thrown any­ where, particularly the green bags for garden waste which were dis­ tributed in a roll. One councillor pointed out he had only just found his Coun. Hill's information


was that the cost, if any, was negligible. There were no plans at


present to introduce wheelybins, as it would be difficult for some house­ holders who were not able to put them at the front of their properties. It was also felt that the


bins in public places and the dog waste bins were not emptied frequently enough. At present the service


was twice a week in sum­ mer and once in winter. Coun. Hill's view was that more public educa­


tion about waste was nec­ essary so that more peo­ ple would take home their own waste in whatever form.

man of the Whalley Action Group, which had produced the recently presented Parish Plan, Coun. Alan Holpte, said: "This is what the people want. Will the borough ■ y ^

ured that the issues raised would be considered and that although there were no guarantees, matters from the Parish Plan would be fed into the bor­


ough council's corporate plan. The chairman, Coun.


Steve Barker, pointed out that three years before there had been a village appraisal meeting fol­ lowed by very hard work


by the Action Group to achieve the Parish Plan. It was most important. Coun. Hill ended his


comments by saying he would take up matters with the borough council and officials; that every­ one should keep in mind what could realistically be achieved, and that the borough council did listen. Councillors and others


should write to the authority expressing their concerns.
