recently-installed Speed Indicator Devices (SID) a success.
The mobile anti-speed- _
ing deviceswhich show a smiley face when the driver is within the speed limit, but frown when he or she is going above it - have been praised by both motorists and residents. They have said that the
devices have made a big difference to the traffic speeds since they were installed two months ago. Insp. Bob Ford, of
CUtheroe police, is pleased that SID is helping motorists keep on the right side of the law. He commented: “We
have had very positive feedback. “In fact, parish council
lors have been asking us whether or not they are able to purchase the devices to he installed in their village all the time. “They said that wherev
er SID was installed, motorists seemed to watch their speeds and this had a made a big difference to the traffic speeds in general.” He added that the data

Call for tobacco-style labelling on new 4x4s
A NEW and independent report on 4x4s gives weight to a Clitheroe Euro-MPs campaign to make drivers of these vehi cles pay for the extra pollution they cause. A report launched on Friday by the New Economics Foundation highlights the environ mental damage caused by 4x4s. The independent think tank calls for tobac
co-style labelling on all new 4x4s and their advertising, claiming they are disproportion ately responsible for envdronmentally-damag- ing emissions of carbon dioxide and other pol lutants. Earlier this month, Clitheroe Euro-MP
Chris Davies launched a campaign calling for drivers of huge 4x4 vehicles to be made to pay for the extra pollution they cause. Sales of 4x4 vehicles soared by 20% in
Britain last year, and in the North West they now account for one in ten of all new cars. Also known as “sports utility vehicles” (SUVs) they range from the luxury M-Class Mercedes, costing £31-54,000, to cheaper models such as the Jeep Cherokee at purchase prices of £18- 24,000.
Environmentalists claim that the emissions produced by the vehicles make a grotving con tribution to global warming and run counter to efforts made in recent years to reduce pollu tion from cars. Since 2003, vehicle excise duty has been
based on C02 emission, but the difference between lowest and highest level of the annual tax is only £90. Clitheroe MEP Mr Davies, the Liberal
Democrat environment spokesman in the European Parliament, says drivers must face up to the environmental pollution caused by these vehicles. “The current tax system has completely
failed to encourage people to buy smaller cars and must be changed,” he told the Clitheroe Advertiser and Times. “If people want to use one of these gas guz
zlers then the Government must require them to pay a significant amount towards the envi
ronmental damage they are causing.” He is calling for the extra money raised to be
used as an incentive to encourage more domes tic energy saving initiatives.
Mr Davies’ otvn car is a 998cc Nissan Micra,
a vehicle he suspects is the smallest driven by any MEP in Europe. It produces almost three times less C02 emissions than one of the largest Kange Kover four-wheel drives. “Like the majority of people, most of my
time I am in the car by myself. Environmental issues aside, I cannot see any point in paying through the nose for a big vehicle that can only get through traffic faster than my own by breaking speed limits,” he commented. The MEP accepts that farmers and a hand
ful of people living in remote locations may need a 4x4 to cope with road and weather con ditions, but he believes they present a danger to others when used in cities or on the “school
run”. He is also calling for car retailers to be
required to provide customers with details of each vehicle’s en-vironmental performance. “We must reduce the amount of energy we
use. Why should we sacrifice the landscape of our hills to windfarms when the Government is doing nothing to curb the growing use of these huge polluting vehicles?”

Residents voice their
concerns KESIDENTS of Whalley, Barrow and Billington raised concerns including underage drinking, crimi nal damage and noise nui sance at a special meeting ^ on Saturday. The Police and Commu
nity Together meeting was also attended by Liberal Democrat Prospective Par liamentary Candidate for the Kibble Valley Julie Young who told those pre sent that she would take a number of the concerns expressed up with the local authority. Afterwards, she said:
“The Liberal Democrats are committed to providing additional trained police officers on the beat. People constantly ask for more
visible policing, as it helps them feel safer and more secure. Geoff Penhal is a wonderful example of a beat bobby, often to be seen around his patch on his bicycle. People know they can approach him and he will do his best to help. “Some problems can’t be
solved without a partner ship approach,” she said. “These Police and Com munity Together meetings provide excellent opportu nities for people who may have been worrying about certain issues to raise them, • with both the police and with others who might be able to help.”___________
