HALLOWE’EN revellers are being urged to stay away from Pendle Hill for safety’s

‘sake tomorrow. The landmark hill is a magnet for all

kinds of people wanting to celebrate “All ‘ Hallows’ Eve”, because of its famous con nections with the Pendle witches. . -However, the number of people using nar

row country lanes around the hill on a dark October night has caused problems and seri ous safety concerns in recent years; This year, Pendle Road, running from the A59 above Clitheroe over theNick of Pen

i l e to Sabden will be madfejone^way for the; night of Hallowe'en. From the A59, vehicles can travel up the

hill and over to Sabden, through to Barley and around the hill. There will be no vehicu lar access from Sabden village on to the hill. A one-way traffic system will be in opera tion from Barley village to Four Lane Ends and road closed signs will be placed across the road at Annals Cross to prevent vehicles travelling into Barley from the Pendle Hill road. Vehicles taking the Sabden road off the

A59 will be stopped near the junction and their occupants given leaflets about safety on the moor and Pendle Hill. The one-way system will be in force from

around 5 p.m. tomorrow. A temporary 30 m.p.h. speed limit will

also be in force on the route for the first time, due to the number of people likely to be walking on the narrow road in complete darkness. Insp. Bob Ford, of Clitheroe Police, said: ‘If people must go up Pendle to celebrate

Hallowe’en, then please be sensible. “It really is total darkness on the hill and

the road is completely unlit. In the past we have had families walking in the road with pushchairs. It is not safe.” Clitheroe Police are working with col

leagues over the hill in Pennine Division, plus Lancashire County Council, Ribble Valley Borough Council, the Countryside Wardens and Mountain Rescue Team to ensure the night passes safely. Insp. Ford added that parking along the

roadside from The Welisprings, over the top to the cattle grid above Sabden would be restricted, with a strong police presence to

make sure all the temporary speed limits, parking restrictions and road closures were fully observed. People parking cars are also asked to leave their side lights switched on. Anyone intending to walk on Pendle Hill

in darkness is strongly advised to remain in a group, wear warm, light-coloured or fluo rescent clothing, carry a torch plus spare batteries and a mobile phone. Sergeant Ian Kirk, Co-ordinator at

Clitheroe Police is asking visitors to come prepared. He said: “We are expecting a large number of people to visit this year and would ask that anyone going on to the hill

' wears appropriate clothing, stays on desig nated footpaths and does not wander too far. It is very easy to get lost if the weather is poor or if there is low cloud.” Anyone needing more information about

the Hallowe’en arrangements on Pendle Hill should contact Sgt Kirk on 01200 458734.

Fears over dumped waste

HAZARDOUS waste could end up being illegally dumped in even greater quantities claims a Clitheroe Euro MP. Liberal Democrat Chris Davies says that

Environment Agency statistics show that in 2001,14,723 tonnes of hazardous waste were produced in the Ribble Valley Borough Council area. The Landfill Directive comes into force in

increase in hazardous waste could cause major problems. Hazardous wastes going tojandfill will

July next year and will require special treat ment of hazardous wastes and only allow it to be put in designated landfill sites. Cur rently, hazardous wastes, including those from industrial chemical processes, oil refin ing and some clinical waste, are dumped in household landfill sites across the North West. The new law will widen the definition of

hazardous waste to include things like agri cultural waste, tyres, fluorescent tubes and computer equipment. The Environment Agency estimates this will increase haz ardous waste next year by 10 %. A reduction in the number of landfill

sites in the North West, from 21 in 2003 to just three in 2004, combined with an

have to be specially treated prior to the waste being landfilled to minimise environ mental damage. Specialist facilities are in very short supply at the present time and the Environment Agency forecasts that there is not much chance of these being in place by next July. Mr Davies is a member of the European

Environment Committee and has welcomed EU moves away from landfill, but is critical of the lack of progress by the Government and fears an environmental fiasco on the scale of the fridge mountains. "Hazardous waste should not have been

mixed with inert materials for so long,” he said. "But now Europe has legislated to tackle this problem, the'British Government must put special measures in place to allow for the safe disposal of hazardous waste. "They have had four years to make

arrangements for safe’disposal of hazardous waste and it is a disgrace that so little has been done."

Chart success is just a play away!

by Faiza Afzaal

CHART success could be just around the corner for a West Bradford man. British country music band West

ern Union is riding high in the Euro pean charts. The band's drummer is building surveryor Mike Martin. Western Union's song:- "Nothing

Could Have Prepared Me for You", has already left superstar Shania Twain way behind in the country music charts. The five-piece band has performed

in country music festivals across the UK. Ex-session musician Mr Martin-

(53), joined the band 18 months ago. He said: “I really enjoy being part

of the band. I t just felt really great when our song in the European Coun try Music Association Chart for Sep

country music scene and will he per forming alongside American country star Heather Myles next month. The remaining four members of

Western Union include lead vocalist and guitarist Mr Jim Hulmes of Bum- ley, lead guitarist Mr Tony (TC)

' Carter, bass player Mr Bernard Ful- ■

’ lalove," and lead guitarist Mr Ron Ronson - all from Clayton-le-Moors. The group has released its debut

album, "Quiet Storm", containing 12 numbers, six of which have been writ ten by members of the band. The album may be considered as one of the nominations for the 2003

tember was at number three for Britain, and Shania Twain was at 19. ■ “On the European circuit, we have

also beaten superstar millionaires, including Tim McGraw, Garth Brooks and the Bellamy Brothers.” The band, which formed three years ago, has made great strides on the

UK Country Radio Awards. "We are hoping a record company

out there will want to sign up our band that has already beaten the big boys,” concluded Mr Martin. Our picture shows the CD cover of

Western Union’s debut album "Quiet Storm". Mr Martin is pictured top right, (s)

the receipt from a garage in Burnley was timed and dated just hours before the burglars were spotted at a house in Rimington, which was empty because of bereavement. The officers went to the garage and

viewed CCTV footage, which showed Stewart Charles Sturdy filling the car found in the Ribble Valley. When they later received a report of

two men acting suspiciously near Tod- ber caravan park, the officers were able to identify Sturdy. Sturdy (33) of Tay Street, Burnley,

pleaded guilty to burglary in a non dwelling.

ordered the forfeiture of the K-regis- tered Vauxhall Carlton and the trailer. Miss Teresa Feeley (prosecuting)

said the car and trailer were seen close to Greystones in Rimington and the witness heard a loud bang. When police arrived a ride-on lawn mower had been taken out of a garage. The car and trailer were still there, but a search of the area failed to uncover the two males. Later that same morning the police

received a report of two males acting suspiciously near the caravan park, which was two miles east of Riming ton across fields. When the police arrived they found

Sturdy and another man sitting on a wall. "Sturdy was muddy and dishevelled

and had cuts to his arms and face,” said Miss Feeley. When interviewed, he admitted travelling with the other man to “do a

away from Pendle

job” and admitted running across the fields when the police arrived. Mr Dominic Howell (defending)

said the other man had told Sturdy he had already been to Rimington and seen the mower and asked him to go along to give him a lift. “All that was in it for him was a

drink,” said Mr Howell. “It was a fool ish thing to do.” Sturdy had pleaded guilty on his

first appearance at court and magis trates had adjourned for a pre-sen tence report with an indication that they were considering a community sentence. However, the judge said that if his

hands were not tied by his colleagues’ earlier decision, Sturdy would have been going to prison. “This was a calculated burglary in

the grounds of an empty house with a considerable amount of pre-planning,” said Judge Firth.

, “You knew perfectly well what you

were doing and you are fortunate not to be going to prison today.”
