ONE in five people who have a mortgage, will be looking for a better deal in the next yearl That is the message from
yet another survey, which points out th a t interest rates are at a 52-year low. and competition in the mortgage market is fierce. In February, according
to the survey, one in four mortgage holders were seeking a change. The reduction is due to the fact that many people have suc ceeded in re-mortgaging. , Only a fifth of new mort
gages are for a purchase. The rest are to make sav ings over the previous one. People thinking of a
change are urged by the experts to avoid knee-jerk reaction to headline rates. A sensible approach taking individual circumstances

ethnic housing Strategy has been developed for East Lancashire. Now there are plans to devise a detailed one for the Ribble Valley. The main document con
centrates on areas such as Burnley and has nothing to say about the Ribble Valley. I t points out that tradi
tionally, efforts of local councils have been on tack ling the worst conditions, of which there are few, if any, in the Ribble Valley. A broader view in terms
of housing for the aspira tions of economically suc cessful minority households has not been taken. The
survey says: “This is to change so that we provide housing opportunities for our diverse population and achieve our strategic aim of stemming the out-migra tion of more affluent house holds. “Consultation will need
to take place with black and minority ethnic busi ness associations on these aspirations and implica tions such as travel to work areas. “Furthermore, second
and third generations are not necessarily following traditional family business patterns and this impacts on the type and location of housing they would like.”
