LANDLORDS in the pri vate sector are outclassed financially by the muscle of Ribblc Valley Borough Council - which owns 1,342 houses, bungalows and flat£. Managing them is a highly professional task - a mass of legislation and personal issues which arc additional to those well known to pri vate landlords and house holders face council staff. their homes since the earli er valuation. The total rent paid is
£ 2 .6m., with £100,000 coming in for various ser vices and facilities and other money from interest
and grants. But last year the system
ance is very difficult, given economically priced rents. From a metaphorical viewpoint, the borough —
that is, the council taxpay ers — is enjoying the price boom. Its 1,343 properties have gone up in value (notionally at least) from £28,123,719 last year to £30,655,926 this. The rise is effectively
fractionally more, for 29 council house tenants have excercised their right to buy
made a loss. Almost half the tenants receive some sort of help towards their rent, and £ l . lm . was paid out in rebates. Some £500,00 was spent on repairs and finance and other charges took the rest of the rent money and £59,800 as well, so this was
the loss figure. The year before there was
a £32,000 profit. Other local authorities have a
more torrid time than this,
it must be pointed out. Council features not
linked to housing, but part of the overall picture, include ownership of 28 off- street car parks, 25 public conveniences, six rented out industrial properties and nearly £lm. worth of vehi cles, plant and equipment. The council is also in
business in various ways - including running Clitheroe market. Last year it lost £290 but this year there was a profit of £15,500. Income from stalls was £103,600, but the council
spent £67,000 in addition to the borrowing charges, which at £20,000 were less than half last year's.
