Norfolk Police


PCs Simon Thomas and Rhafaela Aliprandi were first on scene and found the man on scaffolding four to five storeys up, highly distressed and threatening to jump. As the situation escalated and the man removed parts of the scaffolding ladder, officers struggled to communicate with him and could not safely reach him. When additional officers arrived, including PC Will Hesketh,


the man became increasingly agitated and refused to engage. Despite coordinated efforts from police, fire and ambulance teams, he suddenly stepped off the scaffolding, placing himself at immediate risk of death. PCs Thomas and Aliprandi climbed the unstable structure without safe access routes, scaling the exterior to reach him. PC Thomas managed to lift him enough to prevent asphyxiation until Inspector Philip Wicks, A/PS Conor Brophy, PC Hesketh and London Fire Brigade officers climbed up to assist. Together, they pulled him back onto the platform. Officers immediately began lifesaving first aid until specialist


paramedics arrived. The man was then safely brought to ground level.

and blood-filled scene. The suspect was standing over a victim and repeatedly striking them in the head with a knife. Both officers moved in without hesitation. PC Clover deployed PAVA spray while issuing clear commands, forcing the suspect backwards. PC Edwards then took control of the suspect’s wrist and disarmed him, knocking the knife to the floor. The suspect was quickly detained, and the attack was stopped


without injury to either officer. Their rapid entry and decisive actions interrupted an ongoing


knife assault and prevented further harm. PC Clover and PC Edwards showed exceptional composure, coordination and instinctive decision-making under extreme pressure.


NORFOLK PCs Sam Clover and Jacob Edwards intervened in a life- threatening domestic incident and disarming an attacker mid-assault in May 2025. They were on mobile patrol when they responded to a 999 call reporting two
