THE CHAIR ANSWERS THE CHAIR ANSWERS PFEW Chair, Steve Hartshorn, answers members’ questions

PFEW members took to Twitter to ask our National Chair Steve Hartshorn, a wide range of questions, covering subjects such as, qualifications, overtime and legislative updates.

What are your thoughts on the Home Secretary’s announcement regarding policing and degrees?

While we welcome the announcement made by the Home Secretary at the NPCC/ APCC Summit, in which she stated that she had asked the College of Policing to look at non-degree routes into policing once again, it needs to be recognised by the Home Office that all new recruits undergoing training should be accredited to a Level 6 qualification. By using the existing PEQF curriculum, which is already in place and to a Level 6, colleges and bodies can use this as the basis for non-degree vocational accreditation and balanced academic learning. We support all our members – however they join the job – and we will continue to work closely with forces and the College of

PC Patel

Policing to ensure varied entry routes into policing and be trained to a Level 6 standard.

Is the Federation pursuing a consideration to allow Inspector ranked officers to undertake overtime or alternative payment for hours worked in excess of core time? Essentially, overtime pay is already part of an Inspector’s salary. This was part

“We support all our members – however they join the job – and we will work to ensure everyone is trained to a Level 6 standard”

of an uplift agreement to the salary many years ago and was added to an Inspector’s salaried pay. The National Board is currently building on historic work surrounding the rights and entitlements of those in the inspecting ranks, to ensure appropriate arguments are presented to enhance these where appropriate.

What support is being given to PCDA (Police Constable Degree Apprenticeship) students forced from

IPLDP (Initial Police Learning and Development Programme) who are now struggling and/or failing the academic side, especially in light of the Home Secretary’s comments on degrees? Regardless of how anyone has come into the organisation, Federation support protects learning time for any learning crucial to the role, or any assessment that needs to be given by the organisation. We have a national policy that any mandated learning must be done in work time and the organisation must provide this time for officers. Forces need

to be supporting PCDA students and the Federation will continue to fight for protected learning time – and anything that is needed for training to be delivered effectively.

What is the national view on compensatory rest? Can guidance be issued to all staff? One of the main rights under the Working Time Regulations is 11 clear and consecutive hours’ rest per day
