COLLEGE OF POLICING TESTS NEW PROMOTION PROCESS
FOR SERGEANTS AND INSPECTORS

The College of Policing is piloting a new process for promoting sergeants and inspectors, known as the Sergeant and Inspector Promotion and Progression (SIPP) process.
Recognising the need to adapt to changing demands and improve public confidence, the College has designed this process to identify and advance officers with the right knowledge, potential, and leadership skills. Feedback from officers indicated the existing promotion process is overly complex, lacks focus on leadership skills, and deters potential candidates due to the time and resources required for exam preparation. To address these concerns, the College has collaborated with various policing partners, including the Police Federation of England and Wales, to create a simpler, fairer, and more accessible process. This new approach is based on consistent national leadership standards aimed at supporting cultural change within policing.
The SIPP process is undergoing a test
phase which started in April 2024 and will run until March 2026. Gwent Police, Lincolnshire Police, Leicestershire Police and Avon and Somerset Police will be participating in this phase. The SIPP process comprises three
stages: development, selection, and promotion. Candidates will demonstrate their readiness for leadership through various means, including:
• Successful professional development review (PDR)
• Completion of specified leadership training
• Practice-based evidence
Additionally, candidates will take an examination to assess their legal knowledge specific to the role they are applying for. Throughout the process, partnership forces will provide support

and advice to candidates. Forces not participating in the test
phase will continue using the existing National Police Promotion Framework
(NPPF) for promotions to sergeant or inspector. This framework involves a four- step process for evaluating candidates. No final decision has been made
