BRIGHTON TAXIS TO GET CAMERAS


Security cameras are to be installed in every taxi in Brighton and Hove.


More than 1,000 hack- ney carriages will have CCTV fitted after a review by the city coun- cil following complaints that a few cabbies were shunning disabled pas- sengers.


Supporters believe that the cameras, which will be compul- sorily fitted by April 2012, will improve the safety of passengers and drivers. But taxi firm owners say that it is unfair to pass the £700,000 cost to driv- ers in the current financial climate. Members of the coun- cil’s licensing com-


mittee were to discuss a report containing a range of proposals. Andy Cheesman, man- aging director of City Cabs, said that it would cost drivers £700 to introduce the equipment, which would be installed when existing licences come up for annual renewal during 2011. He told the Brighton and Hove Leader: “I support the idea of CCTV but it should be introduced over a peri- od of time.”


The camera proposal is part of a group of measures designed to help all passengers, particularly disabled people.

sulted with groups representing the dis- abled after new Government legisla- tion about acces- sibility to PHVs was introduced.


Denise Cobb, chair- woman of the licensing committee, said: “Most of our taxi drivers are very professional but we are not compla- cent. We have worked closely with the taxi trade and disabled groups and taken into account the views of all parties involved in drawing up these pro- posals.”

Cameras could be placed in the cars of cab drivers in York who fear for their safety. Women drivers will get priority. City of York Council is to bid for funding from Safer York Partnership to buy a “bank” of the tiny devices, which cost about £400 each and will provide female drivers with extra pro- tection against threat- ening passengers. The move follows a six- month trial where one of the cameras, which are small enough to fit into a car’s cigarette lighter, was fitted in a cab.


If cash is provided, it would mean drivers no longer having to pay for the added safety measure out of their own pockets. John Lacy, the coun- cil’s licensing manager, told the York Press: “A number of months ago, there were several inci- dents in York and, as a


result, we approached the Safer York Partner- ship to trial a camera in a cab.


“The cab drivers are very concerned about their personal safety in vehicles as a number of assaults have occurred in their cars.” Mr Lacy said the trial had been an “extremely good” way of tracking aggressive behaviour and harassment in cabs, which had led to the application for fund- ing to roll the cameras out further among the city’s fleet of cabs. Two years ago, the council gave its approval for fixed cam- eras to be placed in taxis and private hire vehicles as long as they met a number of rules, such as letting passengers know they were being filmed, and passed safety regula- tions. The guidelines also stipulated the footage from the cam- eras could only be

downloaded by coun- cil or police officers. “The cab drivers already have approval to install cameras in their cars, but unfortu- nately because of lack of funding they have to pay themselves,” said Mr Lacy. York taxi driver Gra- ham Phillips said: “There are a lot of woman cab drivers out at night, especially in the private hire trade, who feel vulnerable. “Imagine a day such as after the York Races when a man or a group of men want to be taken somewhere miles away. Female drivers feel tentative about tak- ing such a fare.


“It is a great concern to the trade and is worry- ing to both sexes, but especially women who have the fear of being both attacked and assaulted sexually. “The council should be looking at funding cam- eras for all taxi drivers.”
