A major police surveil- lance operation aimed at bringing down a drugs gang led to a Chinese national being convicted at Perth Sheriff court. Jiajie He was convict- ed of being concerned in the supply of almost £74,000 worth of can- abis following a trial in Perth.
The case had also seen charged being brought against a Welsh taxi driver who drove from Cardiff to Wick to pick up He and two suitcases crammed with drugs. However, a jury deliv- ered a majority not guilty verdict in favour of Khizar Hayat, with jurors apparently un- convinced that he knowingly played a
role in the drugs trade. Police officers swoop- ed on the pair as they pulled into a servce station in Perth earlier this year.
The officers discov- ered two vacuum- packed bags of the class B drug in suit- cases in plain sight on the passenger seats of the hired vehicle. The court was told that the the drugs when reduced to dry use- able cannabis but would have weighed 14.7 kg with a maxi- mum illicit value of £73,750.
The bust was the cul- mination of a lengthy and detailed operation that had seen officers target a drug gang operating within Wick and a disused aero-
drome on the outskirts of town.
During evidence the court was told that Hayat, a taxi driver in Cardiff, had been offered a fare that would see him com- plete a 1,300-mile round trip.
The court was told that Hayat had been paid £1,000 to undertake the trip, which with hire of the car, petrol and an overnight stay would result in his gaining a little less than £500 for his 24 hours of driving. Having met co-accused He in Wick, the court was told that officers had observed as he drove the Chinese national to a house in the town where the suit- cases containing the
drugs were carried out by three other Chinese men.
During the trial, Hayat had claimed that he was simply hired to drive from Cardiff to Wick and then back again, picking up a passenger when in Scotland.
He denied playing any role in the drugs trade and told the court he had no idea that the luggage he was trans- porting contained an illegal substance. The Crown Court had however alleged that he was an active mem- ber of a criminal drugs gang that had been the subject of a signifi- cant and long- standing surveillance operation.
Solicitor John Mc-
Laughlin told the Courier and Advertis- er: “These drugs gangs have significant finances at their dis- posal and are sophisticated in their methods.
“The court has also heard evidence that those involved in this operation were Chi- nese nationals who speak little English. “Mr Hayat is a Pak- istani taxi driver from Wales who speaks no Chinese, who had a satellite navigation system that did not work and who got lost while travelling through Scotland. “Is he really a valued gang member or is he simply a taxi driver, and was this just the worst, the most ill-
advised, the most bizarre fare that he has ever taken?”
The solicitor added that surveillance and lengthy police investi- gations only showed one instance of his client having contact with those being watched.
Jiajie He, 30, and Khizar Hayat, 41, both faced the same charge that between January 22 and February 20, 2011 they were concerned in the supply of the class B drug cannabis. A jury of nine men and six women found Hayat not guilty of the charge.
Co-accused He was found guilty by a majority verdict and will be sentenced at a later date.
