The Humber Taxi Association was formed in 2009 after a successful LGO maladministration claim against a local council by the trade for flawed consultation which caused a dramatic decline in PHV drivers.


We have slowly grown larger and have many members licensed by various councils in the Humber region - of which, we have indepen- dently without the need of licensing lawyers, gained even more faults against various councils for acts of maladministration which directly affected the trade. We currently have a 75 per cent success rate in LGO investigations without the need to use lawyers. What concerns our association is the lack of knowledge within local councils of the contents of their statutory policies governing the trade, as this often leads to costly and restrictive policies where local PHVs decline. This puts direct pressure on the operators to survive financially, to meet the various councils’ statutory policies and provide an effective and professional taxi service for the travelling public. Over the past few years in the Humber region various councils have made additions to their policy by introducing the BTEC and other testing criteria for numeracy and literacy. Where the problem existed locally was because the delivery of these training processes was inadequate and run on a profit-making basis. So it was often difficult for new applicants to book onto these training courses as they would only be conducted where local council-preferred training providers would deliver to a full classroom before a course was commenced. For the above reasons and the pressure placed on survival of the trade, the HTA worked closely with a renowned licensing law firm and GAP Training to develop a bespoke taxi training centre which we believe is the first of its kind in the UK. All our profits are reinvested for the good of the local taxi trade. We go over and above just delivering the BTEC course. All learners also receive statutory taxi and private hire legislation alongside their local councils’ policies to prevent each applicant falling foul of their obligations - which then in turn can prevent them from being placed before local licensing committee hearings. We also provide relevant information taken from the DfT Best Practice Guidance for drivers accepting and carrying passengers with guide dogs, as well as statutory requirements under the Equality Act 2010 for passengers who travel in wheelchairs. Each applicant also receives a safeguard- ing booklet and a copy of the judgement by Lord Bingham on the importance of honesty, such as in the reporting of penalty points to your counci within the time scale.
