This industry can toddle along for months, or even years, without anything of any consequence happening on the surface of things. Then all of a sudden all hell breaks loose, and we think: Where to start? What’s going on here??
It’s safe to say we’re at that sort of crossroads at the present time, with the most crucial buzz words being Clean Air Zones. Private hire drivers are now being clobbered in London with both the con- gestion charge and the new Clean Air Zone charging. There is still a lot of campaigning going on to reverse the imposition of the con- gestion charge on PHVs, but in London it kicked in on 8 April as scheduled… the political implications of reversing that decision are widespread. Time will tell as to how the payers of all these charges will cope, and how successfully those charges will be enforced and collected.
You’ll see on the front page that the Birmingham hackney trade has taken major steps to register their disagreement with the final Clean Air Zone charging strategy brought in by Birmingham City Council last month. As we go to press, chaos has reigned in the city centre as the RMT stages repeated go-slow demonstrations at peak commuter times, which unless they are cancelled, will con- tinue on until this next edition of PHTM is published. Obviously we’ll update readers next time round.

A good deal of the remainder of this month’s edition has been de- voted to the continued atrocities being suffered by taxi and private hire licence holders across the country. You’ll see pages of it: Terror Times, Just Desserts, CCTV, even within the ordinary news pages as there wasn’t room in the relevant departments.
It would be marvellous if we could print all manner of sweetness- and-light stories (there are a few – check out Unsung Heroes), but around here it’s Just the Facts, Ma’am… and the fact is that there are too many drivers being victimised, end of. It’s got to stop. All of it. But how do we do that?
In last week’s national press (as we write) there was an article about all UK paramedics possibly being kitted out with body cam- eras as part of a series of measures to help protect them from at- tacks by patients and members of the public. A total of some £8million is being considered as a fund for this, provided by the Department of Health.
On the basis that taxi and private hire licence holders are under identical risk from the public: Couldn’t our drivers have some, please? As a part-subsidy for in-car solid state CCTV? Not from the Department of Health of course… but from where? The NPHTA wrote last year to every single (all 44) Office of Police and Crime Commissioners making enquiries about possible funding for CCTV units. The responses ranged from desultory to abrupt to passive… not much result there, I’m afraid. Back to the drawing board.
