euro 4 vehicles as being exempt from charges for taxis and private hire vehicles. It is important to state HC and PHV here, since for all other chargeable vehicles including HGV, coach, bus, delivery vehicles, etc, euro 6/euro 4 vehicles are exempt; it is only taxis and PHVs that are not. This is seen as victimisation; I fail to see how it can be anything else.


This has been reported within almost every meeting we have been involved in, including to ministers. We find this approach to be disgusting, and action simply must be taken to address this disparity - if not locally, then central government needs to step in with instruction, not just guidance!


THE DAILY CHARGE THAT COULD BE £130 PER DAY!!


The charges, that are advertised as being in the region of £17.50 per day, or a weekly discount of seven days for the price of five if paid in advance, may actually work out as being much more than that as I mentioned above. But how? Why? How is this possible?


During our various debates, discussions and investigations, we have pointed out and pleaded for an autopay or auto- alert system to be used, but the answer is a resounding no; we have not been able to get any movement on this at all unfortunately. But what does this mean to you, the driver?


You will not be receiving a notice to say a payment is due, nor any text or email alerts that you have entered the zone. The only thing you will receive is a late payment penalty charge notice, which currently equals £130 per notice (per day).


Currently in Bath, they are taking a soft touch reminder approach, but this is only a very temporary measure, and will not last for long at all. When asked why not, the answer is “it will cost too much to implement such a feature into the charging structure.”


ONLINE PLATFORM TO PRE-REGISTER AND PAY.


For those of you with a fleet of two or more vehicles, there is a platform you can register on: in order to log in, upload your vehicle registration numbers and then log in again each week to enter the routes taken by each, and check if a payment is due; you can then pay online through your internet banking. The link for this platform can be found here https://www.gov.uk/clean-air-zones


It is worth checking this out - pre-register if you can, it could mean the difference between £87.50 per week and £910 per week, per vehicle.


JUNE 2021 OTHER ZONES ARE COMING


The next zones to go live will be Manchester (which is over 500 square miles, not just target areas), Portsmouth and Sheffield.


Naturally, we will continue to monitor and try to negotiate, and we will of course keep you updated as and when any new information comes to light.


BRADFORD CABBIES URGED TO REGISTER INTEREST FOR GRANTS


Owners of commercial vehicles in the district are being encouraged to register their interest for grants to upgrade their vehicles ahead of the launch of Bradford’s Clean Air Zone in January 2022.


Bradford Council will be offering grants to help businesses in the district upgrade their vans, lorries, taxis and coaches to cleaner, less polluting versions or by retrofitting equipment to reduce the amount of emissions they emit.


Ahead of the official launch of the grants in July, the Council is now asking businesses to fill in an expression of interest on the Breathe Better Website: https://bit.ly/3yNurim


The grants are being made available amongst others to small and medium sized enterprises (SMEs), sole traders/ self-employed within the Bradford Metropolitan District.


Private hire vehicles and hackney carriages can apply for grants of up to £5,000.


TIME LIMITS FOR REVIEWING THESE ZONES


We have been advised that all the zones are to be reviewed every three years, and ONLY to be in place until such time as the air quality has improved enough to be within the legal limits.


Now since most councils are pushing for euro 6, hybrid vehicles and ultimately full electric or Zero Emissions Capable (ZEC) vehicles by 2025, which is only three and a half years away, we expect that almost all CAZs will be scrapped within the next six years at the very most.
