Heads of the Joint Air Quality Unit have
highlighted the CAZs
launched last year, and those launching in this year.
•Bradford launched its Class C CAZ on 26 September last. Early indications show a good level of awareness of the CAZ and positive travel behavioural changes.

•Clean Air Fund (CAF): supports individuals and businesses affected by local air quality plans. JAQU has awarded £284 million to support a range of measures such
as vehicle upgrade and retrofit schemes, installation of electric chargepoints, provision of park and ride services and concessionary travel schemes.
CAF support schemes were opened in Bradford and Bristol prior to their CAZ launches. In both areas, uptake of grants and exemptions has been strong.

WORCESTER CABBIES OFFERED £1,200 TO SWITCH TO ELECTRIC
Worcester City Council is looking to offer cabbies up to £1,200 to make the switch to greener cars. The council is willing to offer a three-year discount for drivers wanting to swap to electric or for drivers applying for a licence for the first time in a green taxi/PHV. Based on next year’s fees, the three-year discount for each taxi driver would be £1,226 and £1,129 for PHV drivers. The number of drivers offered the discount would be capped at ten each year and would cost the council around £37,000 if all 30 offers are claimed in the next three years. Half of the city’s licensed cabs are six years or older and the number of hackney licences is capped at its current limit but there is no limit on the number of PHVs, which is currently 59, which means it must be either new PHVs or old hackneys that take the offer.

•The NO2 Programme: In addition to CAZs, good progress has been made in the NO2 Programme through local air quality measures being put in place across 64 local authorities to improve the health of their residents.
Coming in 2023
•Tyneside (Newcastle and Gateshead) plans to introduce its CAZ for non-compliant taxis, buses, coaches and HGVs on 30 January, and for non-compliant vans/LGVs from July 2023.
•Sheffield: is due to launch its Class C CAZ on 27 February 2023.
•Greater Manchester: JAQU is currently reviewing the evidence provided in GM’s clean air proposal.

ULTRA LOW EMISSION ZONE TO BE EXPANDED LONDON-WIDE
The Mayor of London, Sadiq Khan, has announced that he will expand the Ultra Low Emission Zone (ULEZ) London-wide to tackle the triple threats of air pollution, the climate emergency and congestion, and to ensure five million more Londoners can breathe cleaner air. The expansion will come into effect on Tuesday 29 August 2023 and will operate across all London boroughs up to the existing Low Emission Zone boundary and will include Heathrow Airport. The ULEZ charge applies 24 hours a day, 7 days a week, every day of the year, except Christmas Day, 25th of December.
