A glance at Bestax’s Rapid Taxi Training Facebook page reveals scores of drivers who have successfully completed their training on the Earn as you Learn scheme. One such post covers Sarosh Ahmed and states: “We end the week on a high note. Congrat- ulations to Sarosh, who has picked up his Rochford Private Hire Drivers Badge. This means that he is now able to get out to work and start earning for his family and serving the local community.
“Due to the brilliant “Earn As You Learn” scheme launched by Rochford District Council, Sarosh and our other trainees are able to start work as soon as their paperwork is complete. Whilst working and earning they continue with the training, heading towards gaining their full Hackney Carriage Badge once they have passed the knowledge test.

Based on responses to the driver survey, there were concerns that a high percentage of drivers would not pass the Knowledge Test within the nine-month period; however, it is evident from the case studies that if the driver is willing to put in the hours and work closely with their operator, they can get their full hackney carriage badge within the allocated time.
THE FUTURE
Rochford Licensing team is committed to continuing to support the scheme and our trade, but has made an adjustment this year by limiting the number of ‘Earn as you Learn’ applicants per operator.
Each of the four main operators are now allocated ten ‘Earn as you Learn’ spaces under an Operator Development Scheme; once a driver has passed their Knowledge Test or completed the nine- month period, the slot is made available to the operator to hire another applicant. This will allow the continua-tion of the scheme but limit the number of applicants to forty at any one time ensuring new and existing drivers sufficient work within the district.

CONCLUSION
Since the introduction of the scheme, Rochford District has seen a significant increase in drivers. Two of the four operators have taken full advantage of the scheme with both using their knowledge schools to introduce new drivers into the trade; in

However, this is a nationwide problem. We therefore encourage ALL licensing teams across the country to take note. Listen to our trade; support our trade; work with our trade; set up similar driver training schemes and speed up your processes to secure the survival of our industry and so ensure the continued safe travel of the general public in your area.
