THREE RIVERS PHV DRIVER ACCUSED OF HAVING INAPPROPRIATE CONVERSATION WITH TEENAGE GIRL


A PHV driver accused of inappropriate behaviour towards a teenage girl had his appeal to renew his licence dismissed. According to the Watford Observer, a complaint to police in November 2018 alleged that the driver, who operated in the Three Rivers district, had parked outside a secondary school and had an inappropriate conversation with a girl. The police decided to take no further action and the driver was not spoken to by officers. The complaint emerged again recently when the driver applied for his private hire licence to be renewed. Three Rivers District Council decided to refuse the renewal application after it made an enquiry to Hertfordshire Constabulary and discovered the 2018 allegation. The driver appealed to the Magistrates’ Court but it was unsuccessful and following a hearing on October 21, his sec- ond appeal to the St Albans Crown Court was also dismissed. The crown court recognised that although it was not in a position to make definitive findings of fact about what hap- pened, it considered the incident in 2018 was sufficiently concerning that it was justified in the council’s decision. driver were tenuous but the council had been entitled to take them into account given their similarity with the 2018 allegation. The driver was ordered to pay £2,500 in costs on top of the costs order made in the magistrates’ court. Chair of the community safety partnership, Cllr Roger Seabourne said: “Our hackney carriage and private hire policy has recently been reviewed and strengthened in line with the statutory guidance. Our officers send a clear message that individuals who have demonstrated a pattern of inappropriate behaviour will be deemed as not to be ‘fit and proper’ or ‘safe and suitable to hold a licence.


SPEEDING TAXI DRIVER ‘IMPATIENTLY’ OVERTAKES VEHICLE IN POOLE


A speeding taxi driver reportedly told officers: “We have to get to our job quickly” after being stopped in Poole. According to the Bournemouth Echo, officers from the Dorset Police No Excuse team were patrolling the area of Constitution Hill on the evening of Wednesday, November 11, following speed complaints. The taxi was reportedly seen “impatiently overtaking a vehi- cle up the hill on the wrong side of the road at 42mph in the 30mph limit, in horrendous wind and rain”. A spokesperson for the team said: “This was not acceptable, with junctions either side and vehicles coming down the hill. “This was a professional driver, who received 3 points and £100 fine.”

Police National Motorcycle Unit in Edinburgh caught a PH driver breaching several licence conditions. According to Edinburgh News, the driver was caught smoking in the vehicle and had no insurance. The PHV was also waiting near a taxi rank for their next pre-booked fare, which is also a breach of conditions. Police have reported this driver to the Procurator Fiscal and the taxi office.
