• The key areas for which we are seeking evidence are the safety of e-scooters, what mode shift they cause, and what impacts they have on other road users. There is no minimum number of operators who need to participate in trials to assess this, but we will additionally seek to learn and share lessons on how different e-scooter providers operate.


• The local authorities hosting the trials have selected the operators they wish to work with. They have undertaken their own procurement processes, ensuring that the operators meet both the Department’s and their own requirements for the trial. We have set out these require- ments in our guidance for local authorities and have only approved trials where these are met. The requirements include that the operator has geofencing and driving licence checks in place, that local areas have engaged with local police and disability groups, and that data generated will be shared with the Department.


• Many of the operators are going beyond these minimum re- quirements, including providing free helmets to users and offering online or in-person training to use the scooters.


We were sent an alert email from our friend and colleague Les Reid, “Mr Manchester Black Cab”, on the matter of the e-scooter Bill going through Parliament. His thoughts:


“I would at this stage ask all of you to Lobby your MP contacts and urge representation, however it is a done deal, I believe. Now many of the road closures are revealed, a scooter can manage them.


“As usual it appears to be mainly a London problem. However we all know that when London sneezes the rest of us catch a cold!


“Also the Pedicabs Bill is due its second reading in January next year.


“After a nightmare year, we would hope there would be light ahead, however it appears not to be.”

Meanwhile, on 20 November TfL published its tender


announcement for the procurement of an electric scooter trial. The closing date for the competition is 14 December 2020 - from which three operators should succeed in gaining the con- tract to trial e-scooters for 12 months starting in spring 2021.


TfL say the trial is intended to promote safety standards, as well as helping the authority better understand the fast-grow- ing sector of smart mobility. According to the TfL tender announcement: “At the end of this procurement process, TfL may choose to award contract(s) and enter into an Administration Agreement with each operator, setting out the terms that apply to the operator and those various London Boroughs and the City of London Corporation… Subject to the terms of the agreement, the trial is currently expected to commence in or around spring 2021 and run for a term of up to 12 months.”


According to organisers, operators taking part in the selection process will be assessed on their ability to meet strict safety requirements and high operating standards. Operators will also be required to provide critical data for TfL and the boroughs to understand the impact of e-scooters on London’s transport goals, including Vision Zero, a shift to walking, cycling and public transport, zero emission targets and other aspects of the Mayor’s Healthy Streets approach. This data will be shared with the DfT as it looks to bring in new legislation in this field.


We cannot stress this strongly enough: if you have vehement


objections to any of the proposed schemes or contract tenders set out here, and those you’ve read about previously, you must make your views known. It’s no use jumping up and down after it’s all happened; you have to take action – whether through petitions, or contacting your MP, or going onto mainstream and social media – for your views to be heard.


As you can see, there are many ongoing issues surrounding road transport during the current pandemic. Whether your area is in total lockdown, or tiers 2, 3 or whatever, there are major changes coming up as regards road access and other hindrances.
