16,000 new recruits required by 2030
The sewerage and wastewater systems of the UK require 16,000 new recruits to maintain the critical infrastructure, at an average of 2,300 per year, according to recent Labour Market Intelligence (LMI) research Water Workforce Demand Estimates 2024-2030 released by the sector body, Energy & Utility Skills.
Ensuring the new entrants to the sector have the technical skills required for safety-critical roles in the industry requires action now. As 10,800 new roles are created and existing employees leave the industry or retire, many of the 16,000 new people needed to enter the industry’s workforce for the first time will need to gain the skills and safety awareness
required to work within the industry. Routes to access skills will vary, however for those requiring access to operational sites or working within drainage operations, opportunities exist to gain the specific technical skills and knowledge required, developed in collaboration with industry.
The Drainage Network Operative Apprenticeship was developed in 2024 with IfATE supported by Energy & Utility Skills, in collaboration with industry leaders, training providers and trade associations including the National Association of Drainage Contractors (NADC). This apprenticeship ensures that operatives have the technical skills to
maintain sewerage systems, investigate drainage issues, adhere to operating procedures and meet health and safety requirements. The apprenticeship duration is typically 18 months, followed by the end-point assessment.
Employers involved in creating the Drainage Network Operative apprenticeship standard include M Group Services, The Clancy Group, Kier, United Utilities, Thames Water, Yorkshire Water, SES Water, Wessex Water, Northumbrian Water, Welsh Water, Severn Trent Water, and training providers 3t and Merit Skills.
Many new recruits will require access to operational sites. The Safety Health and Environmental Awareness (SHEA) Drains and Sewers Scheme was developed by Energy & Utility Skills in collaboration with industry and the NADC to provide a consistent approach to health, safety and environmental awareness in line with Health and Safety Executive guidelines.
The SHEA Drains and Sewers scheme comprises eight modules in total, with six modules from SHEA Core, relevant for all utility industries, and two modules specific to the UK Drainage and Sewerage Industry. Successfully completing training and assessment for all eight modules meets the requirements for EUSR registration, providing the access needed to operational sites, valid for three years.
