In February of 2025, the TRA concluded their preliminary investigation and came out with an interim determination that there had been product dumping on the UK market. Over the next few months, the TRA firmed up on their conclusions and recommendations to the Department for Business & Trade’s Secretary of State (SoS), publishing a Statement of Essential Facts in September 2025, and a final recommendation in the late autumn which was accepted by the DBT SoS in December.


The goods concerned are passenger car motor oils, heavy duty commercial vehicle oils and hydraulic oils, grades: 5W-30, 5W-40, 0W-16, 0W-20, 0W-30, 10W-40, 10W-30, 20W-50, SAE 40, SAE 50, 15W-40, ISO32, ISO46, ISO68, HV32, HV46 and HV68.


The goods concerned are subject to the following commodity codes: 2710198120 2710198130 2710198140 2710198190 2710198300


The additional tariffs have been set at the following rates;

The final recommendation and additional tariff measures were announced on the 11th December 2025 and came into effect on the 12th December 2025 for a five-year period until 12th December 2030.
