UEIL working at the centre of European decision-making
Over the past months, the UEIL’s Health, Safety, and Environment (HSE) committee has been particularly active, as we navigate key legislative developments shaping the future of our industry in Europe.
CLP revision: enhancing chemical safety As 2024 drew to a close, the official publication of the CLP (Classification, Labelling and Packaging) Regulation revision marked a major milestone for the chemical industry. This revision aims to better identify and classify hazardous chemicals, as well as improve the communication on them.
Although this marked the end of a long legislative process, it did not mean the end of our work on the file. In collaboration with ATIEL (the Technical Association of the European Lubricant Industry), the CLP Working Group prepared and submitted feedback to the European Chemicals Agency (ECHA) on the upcoming guidance paying particular attention to updating information on labels, general rules for the application of labels, fold-out labels and advertising.
New year, new opportunities: The Ecodesign Forum
2025 began on a positive note as UEIL was accepted as a member of the Group of Experts on Ecodesign for Sustainable Products and Energy Labelling, also known as the Ecodesign Forum. Designed to boost the sustainability of products placed on the EU market, the ESPR (Regulation 2024/1781) expanded and replaced the Ecodesign Directive 2009/125/EC and established a framework for setting ecodesign requirements for specific product groups.
Although lubricants were one of the product groups designated by ESPR to feature in the first working plan, the Commission proposed their exclusion ahead of the first Forum meeting. This marked a breakthrough for industry as the Commission understood that lubricants have a role to play in improving the energy efficiency of products. We remain members of the Forum and will follow developments very closely in the coming period.

ECHA accreditation: strengthening industry representation
UEIL has also become an ECHA accredited stakeholder, which will allow us to engage directly with ECHA on crucial matters for our industry. ECHA’s stakeholders represent a wide array of interests at the European level, from industry and trade unions to NGOs and academia, contributing the work of the agency in protecting health and the environment through working for chemical safety.
The accreditation comes at an opportune time, as we will now be able to participate in key ECHA meetings, including the discussions scheduled in the RAC (Committee for Risk Assessment) and SEAC (Committee for Socio-economic Analysis) for June 2025 on the use of PFAS in lubricants.
Looking ahead With the REACH revision planned for the end of the year, 2025 is shaping up to be an important year for our industry and we will continue to work on promoting and defending the interests of our members and the industry as a whole.
