Less than a year before the European elections, the EU continues to advance its ambitious circular economy agenda under a tight schedule. Last month, the European Parliament adopted its negotiating position for talks with EU governments on a new ecodesign framework for sustainable products. Amongst other, MEPs want to prioritise the setting of sustainability requirements for product groups such as lubricants. Also, Member States recently adopted its negotiating position on the revision of waste shipments rules. This is a positive development for GEIR as it emphasises the importance of guaranteeing the waste hierarchy, giving priority to recovery, and prohibiting shipment of waste destined for disposal.


More importantly, on July 5 the Commission published the long-awaited proposal to review the Waste Framework Directive (WFD). As anticipated, the revision focuses solely on textile and food waste – thus excluding waste oils. Instead, the Commission

is planning to adopt recommendations for Member States on how to improve waste oils regeneration. This is a missed opportunity to boost the circularity, and particularly through targets for the collection and regeneration of waste oils. Together with NGOs, GEIR has raised concerns to the Commission and the Parliament about the decision to exclude waste oils from the revision, as it is contrary to the Green Deal and the EU’s climate objectives.


While we certainly regret the narrow scope of the revision proposed by the Commission, our determination to advocate for the importance of establishing binding legislation for waste oils remains intact. To this aim, GEIR will engage with policy- makers during the upcoming negotiations on the proposal to review WFD.
