In January, the European Court of Auditors (ECA) published its review on the ‘EU actions to address the increasing amount of hazardous waste’. Overall, the report highlights the gaps of the EU’s hazardous waste policy, which should be considered by EU legislators when revising relevant legislation. The report also calls for a review of the EU’s management of hazardous waste due to its increase over previous years (by 26 % from 2004 to 2018). Moreover, the ECA notes that no visible progress in applying the waste hierarchy to hazardous waste has been made in the EU between 2010 and 2018. When it comes to waste oils, the ECA underlines that the recycling of waste oils is hampered by the fact that the EU has not introduced recycling targets, which limits market opportunities for waste operators.

GEIR welcomes the results of the report, as it provides further evidence of the lack of implementation of the waste hierarchy – and particularly the fact that waste oils suitable for regeneration continue to be used as fuel and for energy recovery – and the need to set targets for regeneration, which must be a key priority to achieve the EU’s climate objectives and reduce our dependence on base oil imports. As the European Commission is set to publish the revision of the Waste Framework Directive in June, GEIR will continue to engage with policy makers and other stakeholders to ensure the gaps in the legislation are addressed.
