UEIL 2019 Congress to look into “positive disruption” in the lubricants industry This year, the Union of the European Industry of Lubricants will hold its annual Congress in Cannes from 23 to 25 October 2019.


Building on the success of last year’s Congress where participants heard about future trends in the lubricants industry, this year’s Congress will discuss how positive disruption is impacting the sector, looking at both opportunities and challenges.


Key themes on the agenda include Artificial Intelligence, Circular Economy and The Internet of Things. Participants will also be able to hear about technical trends such as Environmentally Acceptable Lubricants, new lubricant formulations as well as new ACEA sequences. Stay tuned for the publication of UEIL’s programme.

Fiscal issues The European Commission is currently reviewing the Energy Taxation Directive that was withdrawn by the European Commission in 2015 (as the file was blocked in Council) and the European Commission will probably publish a revised Energy Taxation Directive after the EP elections and installation of the new European Commission in November 2019. UEIL hopes that through a revised Energy Taxation Directive under the new European Commission a real level playing field can be achieved for the lubricants market in Europe.


Related to UEIL’s objective to prevent the inclusion of lubes under EMCS, certain Member States expressed their concern on increased fraud with lubes in Europe and are increasing the pressure again to include lubes under EMCS. UEIL will continue its outreach to the fiscal attachés of the Permanent Representations of the EU Member States in the coming weeks to express its concern.


HSE Committee


Once again, we had a full agenda at our last HSE meeting. To introduce the meeting, we had the pleasure to welcome Willi Muenninghoff, Global

Business Development Director at the ReachCentrum, who provided members with a presentation on the ReachCentrum’s Global Data Sharing Platform.


Boric acid, a key additive for metalworking fluid, was also a key item of discussion on the agenda. ECHA circulated a proposal to set the concentration limit for classification and labeling from 5,5% down to 0,3% will lead to a classification of basically all metalworking fluids using this proven and well established additive. The new proposal is not based on new studies and rather driven by the desire for harmonized concentration limits.


In this particular case it is necessary to communicate that the risk associated with boric acid remains the same and that the substance and the metalworking fluid could be handled safely if all necessary measures are taken. A similar problem was discussed with some biocides. They help to keep micro bacteria under control and the workplace safe. Nevertheless, some of them are classified because of their risk to release formaldehyde. The HSE group is not aware of measurements that show an increased risk when using these biocides.


While we’re debating the new classifications, new legislative actions are ahead: microplastics, nanomaterials will be restricted and we are looking to see if lubricants are affected or not. The HSE group will continue to inform the public about the safe use and the benefits of long term proven chemicals in metalworking fluids to help manufacturers and end users.


The last UEIL Technical Committee meeting was held on January 23, 2019 in Brussels.
