The seventeenth annual TSA conference was held at the RICOH Arena (Coventry) in September, and it remains the UK’s leading event for the bulk liquid storage sector. The event has a proven track record in successfully bringing together people who passionately care about safe and effective bulk liquid storage operations.
The conference opened with a keynote address by Dr Paul Logan, Director of the Chemicals, Explosives & Microbiological Hazards division of the Health and Safety Executive (HSE). Paul focussed on the future of regulation in the UK, highlighting priority of the HSE to reduce the likelihood of low-frequency, high-impact catastrophic incidents. Key inspection topics will focus on Asset Integrity, Cyber Security and Leadership. The HSE continues to fully support more collaborative working arrangements with industry through groups such as the COMAH Strategic Forum and the Chemicals and Downstream Oil Industries
Forum. In addressing the impact of BREXIT, Paul confirmed that all current legislation relevant to the work of the HSE would continue, though further work was required to understand the impacts on regimes such as REACH.
Mike Nicholas, Senior Advisor at the Environment Agency, gave a technical presentation on demonstrating the ALARP principle for bund sizing calculations for existing sites. This is of interest to those sites with multiple tank bunds seeking compliance with the COMAH Containment Policy 25% rule. Ron Graham, COMAH Manager at Sellafield Sites, followed with a second technical presentation on Human Factors Assessments, and the approach that a major Nuclear operator takes. Sellafield’s approach to Human Factors assessment led to an improvement in operator and maintainer instructions, enhanced training programs and an increased awareness of COMAH critical tasks.
In opening the afternoon session of the conference Matthew Boyle, Commercial Manager (Humber) of Associated British Ports (ABP), highlighted the importance of the bulk liquid storage sector to port operations – representing 25% of ABP’s volume. Matthew stressed the importance of partnering for growth, working collectively to solve issues and to ensure a successful and sustainable partnership.
Cyber security has been a focal point for the UK Government for some time, and this has been brought even more into focus by the recent HSE Cyber Security delivery guide and consultation of the European Unions Network and Information Systems (NIS) Directive. The National Cyber Security Centre (NCSC) gave a presentation to highlight recent cyber attacks, and the role that the Government and its agencies are taking to help to protect Critical National Infrastructure, which includes several TSA member company terminals.
